Decentralisation is considered a panacea for deficient public sector performance by many. However, recent trends of health sector recentralisation in several OECD countries suggest the opposite. Taking on a cross‐country perspective, I examine two hypotheses, namely that decentralisation leads to an increase in public health spending (H1) and to poor health sector outcomes (H2). The evidence I present suggests that decentralising spending tends to lead to larger public health sectors and to poorer health sector outcomes. However, decentralising tax authority has no effect on the size of the health sector and may actually have a positive effect on health sector performance. The broader lesson is that while general fiscal decentralisation research tends to imply that its conclusions are valid for all policy areas in a similar way, sector‐specific insights can reveal a more nuanced view on the consequences of fiscal decentralisation. 相似文献

The huge quantitative literature on postwar social spending almost entirely neglected war as a possible explanatory factor of social spending dynamics. Given the mass carnage and the enormous social needs caused by the Second World War, this is quite astonishing. This article examines for the first time, whether, and in what ways, the Second World War affected cross‐national differences in public social spending of 18 Western welfare states over the course of the Golden Age. Using panel regressions, it is found that the war strongly affected social spending until the late 1960s. The evidence demonstrates that the Second World War is not simply a temporal watershed structuring different phases of welfare state development, but rather a crucial factor for understanding cross‐national differences in welfare efforts and social expenditure dynamics in the postwar period. 相似文献

The relationship between intergovernmental grants and public expenditures is one of the most studied phenomena in the local public finance literature. However, little is known about whether the impact of unconditional grants is fundamentally different from that of other sources of municipal revenue. We study this question by means of a large-scale randomised survey experiment among Danish local politicians, which allows for a comparison of the impact of changes in various sources of municipal revenue. Our findings challenge the conventional conception in the public finance literature that money works differently depending on which sector they are generated in. Instead, ideology plays an important role in explaining how local politicians want to allocate resources when faced with changes in local government revenue. 相似文献

The U.S. health-care costs have increased at a rapid rate over the last several decades. How much responsibility the government should bear with the increase in health-care costs is one of the main questions that lack consensus among the American people. Utilizing the 2016 General Social Survey data, this study shows that over two-thirds of Americans want to see more or much more spending on health care by the government. An ordered logit regression model shows that political trust and ideology are significant correlates in predicting attitudes toward government spending on health care. Political advertising on Facebook is the latest in a long line of developments in campaign practice, and is a tool that has been mobilised extensively in elections around the world. In this article, we explore what we know about Facebook advertising at elections and ask what existing data from the UK Electoral Commission can reveal about current usage. Highlighting the principles behind Facebook advertising, we argue that existing metrics offer little insight into current campaign trends—posing analytical, methodological and normative challenges for academics and electoral regulators alike. Moreover, we argue that these challenges strike at the heart of debates about democratic responsibility and the degree to which governments should cede responsibility to commercial actors who may have differing understandings of fundamental democratic norms. 相似文献

This paper seeks to understand the effect of campaign finance laws on electoral outcomes. Spurred by the recent Supreme Court decision, Citizens United v. Federal Election Commission (2010), which eliminated bans on corporate and union political spending, the study focuses on whether such bans generate electoral outcomes that are notably different from an electoral system that lacks such bans. We look to two key electoral dynamics that such bans might influence: the partisan balance of power and the success of incumbents. Using historical data on regulations in 49 American states between 1968 and 2009 we test alternative models for evaluating the impact of corporate spending bans put in place during this period. The results indicate that spending bans appear to have limited effects on election outcomes. 相似文献

AbstractPolitical participation is deemed to be a fundamental component of democratic regimes. The literature on political participation has shown that some social groups of citizens tend to be less involved in politics than other social groups, and the consequence is that the interests of these specific groups of less involved citizens are underrepresented in the political process. Given the increasing popularity of non-violent protest in contemporary democracies, it is important to understand whether political inequalities are present in this form of political engagement. In this article, we argue that non-violent protest may present inequalities, that examining the consequences of public social spending can help in understanding the cross-national differences in the levels of non-violent political protest, and that political inequalities in non-violent protest may vary according to public social spending. We test our argument using sources that include the European Values Study (1980–2009), multilevel models, and contextual data provided by the Organization for Economic Cooperation and Development. 相似文献

In majoritarian systems, campaign spending is generally found to be more effective for challengers than for incumbents. This article seeks to understand how the personal campaign spending of a candidate impacts preference votes in a semi-open List PR system. We analyse the effect of office in general, postulating that the size of the effect varies with the prominence of the office. On the basis of the pooled data on six different elections in the Flemish region of Belgium, we show that personal spending has an effect on the number and the relative share of preference votes, except for ministers and (to a lesser extent) mayors of local communalities. Irrespective of the office, personal spending has no effect on the odds of actually obtaining a seat. 相似文献
