This study investigated the sociocultural determinants of policewomen–taxi drivers’ interactions on the major highways in Ibadan metropolis. Purposive sampling technique was utilized for the selection of 11 policewomen and 35 taxi drivers. Data were generated through key informant interview and focus group discussion methods. Findings revealed that gender had no impact on the ability of policewomen to enforce traffic law. Policewomen were adjudged to be strict on traffic law enforcement. However, the size of the accolade generated by this feat has been slightly attenuated by the action of officers who habitually demand for bribe from apprehended taxi drivers.  相似文献

ABSTRACT

This study explores how traffic police, taxi drivers and anticorruption agencies each perceive corruption in Bukavu in the Democratic Republic of the Congo. Thirteen traffic police officers were interviewed, three focus groups of four to five taxi drivers were conducted, and two members of anti-corruption agencies were interviewed. Findings suggest that while western NGOs and anti-corruption agencies consider corruption immoral and a major barrier to development, both the traffic police and taxi drivers perceive it as a normal expression of solidarity and a sine qua non condition for survival. For them, corruption is a system that provides job security, greater access to food, accommodation, healthcare and education in the dysfunctional and failed Congolese State. This suggests that framing corruption in the transport sector of Bukavu solely as a moral issue and seeking to eliminate it without establishing a new system that effectively meets the needs of the population may result in more serious social problems than the corruption itself.  相似文献

The ride‐hailing company Uber has achieved extremely rapid global expansion by means of outmanoeuvring governments, regulators and competitors. The rise of the company has been based on a deliberate strategy of acting as a market disruptive innovator through a user friendly technology and making use of the ‘sharing economy’. These attributes are not unique, but are distinctively augmented by a relentless expansionary ambition and an ability to maintain the capacity to innovate. Uber has generated great political controversy, but the challenge for governments and regulators is to embrace the benefits of the disruptive innovator, while adopting an approach that takes into account the full range of impacts. For Uber, the challenge is to maintain its expansionary style as a disruptive innovator, while also redefining on its terms the political and public debate. The case study of London provides important insights into the dynamics of these processes.  相似文献

政府干预的边界止于何处,学术界众说纷纭。基于消费者选择权对政府干预边界进行的解释是一个新的学术尝试。消费者的选择权可以分为三个层次:完全选择权、限制性选择权和无选择权。消费者选择权的实现程度是政府干预权力边界的表征。消费者具有完全的选择权意味着政府应远离微观市场,消费者具有限制性的选择权意味着政府的监管以及反行政垄断的任务,而在消费者无选择权的情况下,政府干预就没有边界。保障消费者在出租车市场中的选择权,一方面要培育新的竞争主体,另一方面要多用法律工具和信息工具,慎用经济工具和行政工具。  相似文献

This paper provides an overview of judicial decisions on lawsuits against regulatory penalties imposed on nonprofessional taxi drivers and ride-hailing platform operators in China and the European Union (especially Germany). Despite strikingly different facts in these cases, courts in both China and the EU are frequently called upon to rule on similar legal issues, including the applicability of old regulatory rules to new forms of transport services, the regulatory bar for the operation of emerging transport models, and the proper intensity of competition in taxi markets. The comparison of such cases suggests that for deciding the regulatory schemes of the innovative economy of transport services, the judicial system is not better suited than the regulatory system, especially the regulatory authority of the central government. Moreover, an experimental regulatory approach with minimum standards is arguably a feasible option that can fit with the emerging nature of innovative businesses.  相似文献
