Intervention and Subversion: The EU Border Assistance Mission to Moldova and Ukraine

By way of an inquiry into the European Union's border assistance mission to Moldova and Ukraine (EUBAM), this paper articulates two moves. Firstly, deploying intervention to study the relations of the European Union with its self-designated neighbours is heuristically relevant because such a move draws attention to the deployment of a patronizing rationale towards ‘intervened populations’. This is captured in the paper by the notion of tutelage. Secondly, analyses in terms of intervention remain unsatisfying in how they account for the linkage between the planning and ‘programming’ of intervention and its effects. While they work with the idea that intervention like any other practice of rule is a perpetually failing activity, they have yet to articulate this observation analytically. This paper advances the discussion by arguing that the notion of subversion may provide such an articulation.     

Self-protection in Greece: sticking with groups,communicating, protesting,and fighting

Despite the international community’s responsibility to protect (R2P) mandate, we are years away from effective international enforcement mechanisms. It is therefore important that we better understand and seek to support local capacities for self-protection. Migrants and refugees in Greece have shown us four central ways they cope with insecure environments. They stick together in groups, communicate warnings of danger, protest when conditions are threatening, and fight when all else fails. This practical note offers three recommendations on how to support the capacity of displaced people to protect themselves.     

Education. Period. Developing an acceptable and replicable menstrual hygiene intervention

This paper summarises pilot work by Irise International to develop an acceptable and replicable solution to menstrual hygiene management (MHM) in East Africa based around the manufacture of a reusable pad. The paper presents a theoretical justification for the approach and the results of pilot work used to develop it, including baseline menstrual hygiene practices and their relationship to school absenteeism in schoolgirls in western Kenya, the short-term impact of training girls to make a reusable product on school absenteeism using a partial preference, parallel group randomised control trial, and an assessment of the acceptability of the approach.     

Unintended Consequences of State-building Projects in Contested States: The EU in Palestine

ABSTRACT

The existing literature on state-building has focused mainly on post-conflict cases and ‘conventional’ examples of statehood, without taking into consideration the particularities of states that remain internally and/or externally contested. The EU’s engagement in Palestinian state-building through the deployment of EUPOL COPPS and EUBAM Rafah has generated various types of unintended consequences: anticipated and unanticipated, positive and negative, desirable and undesirable, some of which fulfill and some of which frustrate the initial intention. These have important reverberations for the EU’s conflict resolution strategies in Israel and Palestine, the most important being the strengthening of power imbalances and the enforcement of the status quo.     

The impact of foreign-owned enterprises in low-income economies

An economic impact snapshot of foreign and domestic enterprises from the functional economic areas of Guinea-Bissau showed that not all micro and small enterprises (MSEs) are local, and not all outside investment is large scale. We find that South–South entrepreneurship has prospects to improve livelihoods as drivers of economic growth and development in a low-income economy. While political instability and a lack of resources remain as barriers to solvency for both domestic and foreign investors in the global periphery, as opportunities and effective business strategies are fostered, improved socio-economic integration and development results.     

Responsible use of crop protection products and Nigeria's growth enhancement support scheme

This article examines the impact of the federal government of Nigeria's growth enhancement support scheme (GESS) on responsible use of crop protection products (CPPs) in rural Nigeria. Results from the logistic regressions show that GESS significantly impact on farmers’ access to CPPs but does not significantly impact on farmers’ knowledge and skill of CPP application, and that in several cases misuse has led to deterioration of soil fertility. Findings suggests that embracing information on recommended CPPs, dose rates, dilutions, timing, frequency of applications, and precautions should form the foundation of GESS activity on CPPs in sub-Saharan Africa.     

The EU's post-liberal approach to peace: framing EUBAM's contribution to the Moldova–Transnistria conflict transformation

This article analyses what may be termed as the European Union's (EU) post-liberal approach to the Moldova–Transnistria conflict. Since 2003, within the ENP framework, the EU has become increasingly committed to its transformation. Such an engagement is further confirmed by the establishment of the European Union Border Assistance Mission to Moldova and Ukraine (EUBAM) in 2005, aimed at building confidence between the parties, stimulate their economic interdependence and change perceptions about the conflict. The mission's outcomes are moving beyond its technical scope, supporting the conflict peaceful transformation. The focus on bottom-up initiatives and local engagement allows for a broader understanding of the complex dynamics underlying the conflict, which together with the high-level negotiation process may provide a holistic approach to its resolution and increase the likelihood to reach a sustainable settlement.
