The literature on the boundary between civil and uncivil society has reached an impasse between approaches that oppose these societies to each other and those that dismiss the boundary altogether. This article suggests an analytical shift to a governmental approach that asks how the relation between civil and uncivil society figures in social practices. The approach is applied to the case of the Danish anti-radicalization discourse which revolves around subjects that cross the boundary. Through a discourse analysis of governmental papers, the author argues that the boundary appears twice. First, as a categorical difference that is simultaneously erected and annulled. This is not a paradox that must be superseded but one which structures a rationality of the governed in Civil Society that a governmental rationality pegs itself to inside an indefinite time. Second, this rationality is only possible through the rejection of violence. This creates a void which serves as an object of the discourse while existing outside the indefinite time of governmentality. 相似文献

This article suggests some new lines of research in the field of the political economy of punishment and some possible new
directions for a critical approach to contemporary social control strategies. The starting point is the transition from a
Fordist economy to what can be defined as a post-Fordist system of production. I outline some tendencies in the actual capitalist
dynamic (concerning the labour market, the production process, the relations between the workforce and capitalist power and
between work and social citizenship), suggesting that a renewed political economy of social control has to deal with them.
Two tendencies are assumed to be structural. On the one hand, the tendency of the capitalist system to make the production
(and extraction) of surplus-value more and more independent of the effective working time (a tendency toward the reduction
of human labour in the productive process). On the other hand, the tendency towards the massive introduction of new technologies:
a tendency whose main consequences seem to be the intellectualisation of human labour and the decline of the classic distinction
between manual and intellectual labour. I assume that these tendencies give rise to a new productive subject (the multitude), whose characters exceed the actual organisation of work and deepen the contradictions intrinsic to post-Fordist societies.
Hence, an analysis of some new social control strategies follows, where I consider actuarialism as a technology for the control
of these contradictions

This article analyzes the governmental rationalities informing youth work policy in the contemporary Irish context. Since 2008, the implementation of neoliberalized austerity in Ireland has been destructive in terms of the number of young people's services closing and disruptions to youth work provision. Adopting a governmentality perspective, we argue that recent youth work policy developments are also undermining the integrity of youth work as youth work. Against current governmental rationalities, which privilege evidence-based practice, value for money approaches and the delivery of prescribed outcomes, we argue for a re-imagining of youth work for a postneoliberal, postevidence-based practice world. 相似文献

This article attempts to think through the relationship between lethality and war through the object of tear gas from its invention to contemporary uses. First, I examine the way in which tear gas migrates from a zone of lethal/non-lethal conceptual indistinction, to one where the same rationalities operate but the intent of their use is opposed in relation to life and death. Second, from this biopolitical distinction, I trace its use in the governing of colonial populations and populations under occupation, and its recent weaponisation in “domestic” spaces. These contemporary uses of tear gas, I argue, can be seen as what Sloterdijk would call “atmosterror” which contribute to blurring the lines between war and peace. 相似文献

This paper focuses on Foucault's analysis of two forms of neo-liberalism in his lecture of 1979 at the Collège de France: German post-War liberalism and the liberalism of the Chicago School. Since the course is available only on audio-tapes at the Foucault archive in Paris, the larger part of the text presents a comprehensive reconstruction of the main line of argumentation, citing previously unpublished source material. The final section offers a short discussion of the methodological and theoretical principles underlying the concept of governmentality and the critical political angle it provides for an analysis of contemporary neo-liberalism. 相似文献

AbstractThis paper outlines Foucault's genealogical conception of critique and argues that it is not inconsistent with his appeals to concepts of right so long as these are under stood in terms of his historical and naturalistic approach to rights. This approach is explained by reference to Nietzsche's account of the origins of rights and duties and the example of Aboriginal rights is used to exemplify the historical character of rights understood as internal to power relations. Drawing upon the contemporary ‘externalist’ approach to rights, it is argued that the normative force of rights can only come from within historically available moral and political discourses. Reading Foucault's 1978-1979 lectures on liberal governmentality in this manner suggests that his call for new forms of right in order to criticise disciplinary power should be answered by reference to concepts drawn from the liberal tradition of governmental reason. 相似文献

The aim of this study is to present a construction of the history of the prison system in Taiwan in the context of the intertwined structures of penal discourses and the governmentality of the state. The prison system in Taiwan has been subject to different ruling political regimes, ranging from colonised, authoritarian to liberal-democratic systems between 1895 and the present. The history of imprisonment can be divided into six stages, each of which consists of distinct governmental strategies that shape prominent penal discourses. My purpose was to uncover the exercising power of governmentality, further shaping, guiding and affecting the penal discourses via rationalities and technologies upon which prison administration depends.

Using Foucault's notion of governmentality, this paper argues that colonial governmentality in India sought to effect a new relationship between resources, population, and discipline. Drawing theoretical insights from the 'critical accounting literature' to bear on the regulation of economic activity in colonial India, the paper shows how the discursive practices of colonial governance, in particular the modalities of measurement, accounting, and classification, enabled the constitution of the 'economy'. Such statistical data generated as part of colonial administration opened up the possibility of a nationalist accounting of the exploitation of India by the colonial power. 相似文献
