论新民主主义革命时期中国共产党的宣传机制

在新民主主义革命时期，中国共产党的国家战略和原子化的社会结构，共同塑造了政党——军队型宣传机制。与其他类型的宣传机制相比，政党——军队型宣传机制在信息输入、信息转化和信息输出上都具有非常独特的特点，具体体现为信息输入上的“集权与分权并存”，信息转化上的“受众本位”，以及信息输出上的“弥散式”格局。政党——军队型宣传机制，为建立中国共产党对新民主主义革命的合法领导奠定了基础。     

文化冷战与华侨华人:美国对东南亚华侨华人的宣传渗透

美国在冷战时期对华侨华人的文化冷战是冷战国际史学界最新的一个研究领域,是美国对外宣传史、华侨华人史、中美关系史三个领域交叉的产物。美国对华侨华人的文化冷战经历了从中国政策向东南亚政策的转变,以香港美国新闻处为核心宣传机构实行遥控指挥,并把《今日世界》杂志为代表的书刊纸媒作为主要传媒手段。美国对华侨华人文化冷战的主题和项目主要集中在四个方面:利用传统文化促进台湾声誉,利用文学作品进行反共宣传,用华裔美国人的形象宣传美国价值观,和台湾合作与中国大陆争夺侨生教育。美国对华侨华人的宣传主要并不集中在对政治、外交事件和美国政策的报道和阐释上,而是把重点投注在意识形态、价值观和情感的塑造上,其根本观念以及核心的宣传思路是直接诉诸塑造华人身份认同,把冷战意识形态建构为华侨华人身份认同的一部分,此举于今仍有影响。研究美国对华侨华人的文化冷战,对认识和理解当前的中美关系和大国竞争态势可以提供一定的镜鉴。     

浅析新媒体环境下的公安典型宣传

新媒体的出现为公安典型宣传工作带来了机遇和挑战,传统的宣传推送模式已无法适应新传媒环境的需要。公安机关应当与时俱进,在宣传思路上紧跟市场,在宣传手法上贴近心灵,在宣传方式上注重策略,切实提升公安典型宣传的成效。     

Demonizing the enemy: the influence of Russian state-sponsored media on American audiences

ABSTRACT

There is growing anxiety about the influence of international propaganda on public opinion. Under what conditions can countries shift foreign public opinion against an adversary? Does making people aware that news is coming from a foreign source mitigate its influence? I examine these questions in the context of Russian propaganda in the United States. I subject subgroups of Americans to an article from Russia Today (RT), a Russian international television network, criticizing the Ukrainian government. I vary whether audiences are aware of the message source, and/or the intentions, of the Russian-funded network. I show that exposure to information about Ukrainian human rights violations lowers Americans’ evaluations of Ukraine irrespective of source awareness – indicating that making people more aware of foreign propaganda does not attenuate its influence. The findings have important implications for understanding the micro-level effects of international propaganda and the effectiveness of counter-propaganda strategies.     

Propaganda and United States foreign policy: The case of panama

Abstract

This paper probes the use of propaganda by the U.S. government as a device for generating domestic public support for its invasion of Panama. The findings indicate that the government did succeed in influencing domestic public opinion. What accounted for the success? First, through the propaganda technique of selection, the U.S. government carefully chose those “facts” that supported its predetermined objective of removing General Manuel Noriega from power. Concomitantly, it concealed the information that would have undermined the veracity of its story: (1) the fact that Noriega was its Frankenstein monster; (2) its poor record on democracy in Panama; (3) the fact that there was no serious threat to American lives or interests; (4) the enormous human and material carnage occasioned by the invasion; and (5) the various violations of international law. Further, the traditional sources of public influence—the Democratic party, major opposition party to the Republicans, and the American press—failed to provide competing perspectives. In fact, they joined the government's propaganda bandwagon. The result was that the American public became convinced that the Bush administration's “official story” was the truth.
