In the wake of the 2010 Belgrade Pride Parade, right-wing extremists portrayed the event as a threat to public morals, while liberals framed homophobia as a threat to democracy. While these moves managed to polarize and mobilize the public, the government didn’t heed their calls to adopt extraordinary measures. The Parade took place on 10 October and the extremists organized unchecked violent counter-demonstrations. By drawing on Securitization Theory, we triangulate content and discourse analysis to understand why these securitizing moves had a low success. Our analysis shows that although both moves followed the grammar of security, they were only partially embedded into the wider discursive context and were not enunciated by securitizing actors with strong positional power.  相似文献

Catastrophe risk     
This paper examines the recent emergence of initiatives involving the reinsurance industry and the capital markets to develop mechanisms to finance the losses arising from catastrophic events. These initiatives are discussed from two perspectives. One perspective explores these financing mechanisms from the contention that catastrophic events are becoming increasingly non-insurable within contemporary risk society. In this regard the paper addresses issues relating to the coherence and sustainability of the risk networks underpinning efforts to maintain the insurability of catastrophic events. These catastrophe-financing initiatives are also discussed from a second, although related perspective. This refers to the very emergence of these different financing mechanisms. In this regard the moving potential of liberal government or the inventive mechanics driving the development of different ways to manage catastrophic risk become significant. The paper argues that the emergence of these different catastrophe-financing mechanisms is occurring at the intersection of concerns over the non-insurability of the catastrophic and the extremes of capitalist ingenuity, suggesting both perspectives might offer insights into some of the possible future trajectories of risk society.  相似文献

ABSTRACT

This article uses critical discourse analysis to examine how China has been constructed as an existential threat by the United States. Specifically, it explores how US reactions to the China National Offshore Oil Corporation (CNOOC) in 2005 created precedent for similar reactions to Huawei a decade later. It uses these case studies to demonstrate how the interplay between the China threat and security discourses of critical infrastructure has worked to successfully securitize China within broader American discourse. These examinations demonstrate a deliberate and protracted securitization of China by US elites, and they support more critical approaches to securitization theory that emphasize cumulative and incremental aspects over a securitized/de-securitized binary. Discourse analysis of key texts allows the reader to uncover how security issues are socially constructed, and discursive examinations of CNOOC and Huawei illustrate how concerns about national security are now employed in everyday American political discourse so that the China Threat Discourse has become the primary reading of China by US observers.  相似文献

特殊目的载体SPV(Special Purpose V eh icle)是资产证券化(ABS)交易架构中最具特色的结构设计。文章的目的就在于探究符合我国国情的SPV的架构方案。文章在分析了SPV的几种可选模式及我国的法律障碍后,提出了我国资产证券化中SPV的四种较为可行的方案,并以个人住房抵押贷款、商业银行不良贷款等资产作为突破口,详细地提出了架构住房抵押贷款证券化机构和银行不良资产证券化机构的具体方案。  相似文献

由于受利率市场化影响,我国商业银行信贷经营面临资产重新定价的问题,要加强资金头寸管理和利率缺口管理,进一步规范金融同业竞争秩序。商业银行应对利率市场化的对策主要是建立高效的现代利率管理机制,建立科学合理的本外币存贷款定价机制,加大中间业务和金融产品创新力度,建立完善的利率风险内控机制,积极推行资产证券化业务。  相似文献

After being a neutral actor for decades in the complex South China Sea (SCS) territorial disputes, Indonesia has seen itself compelled by China’s assertiveness to become firmer about protecting its territorial sovereignty around the Natuna Islands (NI). Jakarta is alarmed by China’s claims that it has undeniable historical fishing rights in the NI territorial waters because they undermine Indonesia’s territorial sovereignty. Our analysis loosely adopts the securitization conceptual framework proposed by the Copenhagen School to reveal that Jakarta swiftly securitized the NI issue between 2014 and 2016. Using a combination of quantitative and qualitative methods, this paper unpacks how the Indonesian printed mainstream media discussed the NI in recent years. By the end of 2016, the Indonesian media portrayed China’s claims that it has historical fishing rights in the NI territorial waters as the most urgent national security threat to Indonesia, i.e. the NI issue was securitized. This analysis shows that the Indonesian people accepted Jakarta’s security discourse, i.e. Jakarta had successfully securitized China’s claims over the NI territorial waters. This paper makes a new contribution to the securitization literature by simultaneously analysing the Indonesian news and social media outlets.  相似文献

本文论述澜沧江—湄公河次区域水资源的开发既有利于中国与东南亚国家的合作安全,但又会引发利益冲突,这一问题的安全化有其必然性和必要性。安全化是各方利益相互博弈以达成妥协的过程,也是一种合作安全的社会建构过程。通过安全化,在横向关系上,澜沧江—湄公河次区域的国家彼此间展开利益的讨价还价而逐渐达成妥协与合作;在纵向关系上,社会群体和个人的权益得到国家的关注。但本文也同时指出,非传统安全问题如澜沧江—湄公河次区域的水资源开发争端最终走向去安全化也是一个必不可少的过程,它与安全化过程构成一个问题的两个方面。  相似文献
