Formal rights to land are often promoted as an essential part of empowering women, particularly in the Global South. We look at two grassroots non-governmental organizations (NGOs) working on land rights and empowerment with Maasai communities in Northern Tanzania. Women involved with both NGOS attest to the power of land ownership for personal empowerment and transformations in gender relations. Yet very few have obtained land ownership titles. Drawing from Ribot and Peluso's theory of access, we argue that more than ownership rights to land, access – to land, knowledge, social relations and political processes – is leading to empowerment for these women, as well as helping to keep land within communities. We illustrate how the following are key to both empowerment processes and protecting community and women's land: (1) access to knowledge about legal rights, such as the right to own land; (2) access to customary forms of authority; and (3) access to a joint social identity – as women, as ‘indigenous people’ and as ‘Maasai'. Through this shared identity and access to knowledge and authority, women are strengthening their access to social relations (amongst themselves, with powerful political players and NGOs), and gaining strength through collective action to protect land rights.  相似文献

In 2000, UNESCO declared Zanzibar Stone Town a World Heritage Site. Since this time the Tanzanian government and international NGOs (based in Zanzibar) have participated in the rehabilitation of the town's buildings and other physical infrastructure. However, little attention has been paid to the rich intangible heritage of the islands and the fusion of cultural expressions in this part of the world. This paper considers the important role of fragrances in the identity construction processes of Zanzibar islanders. The author offers a brief history, theoretical discussion and detailed ethnography of fragrance in Zanzibar. She discusses its role in the varied constitution of identity, belief and in life cycle rituals. The author further argues that fragrance and other seemingly ‘mundane’ heritages attract little attention in the preservation process and yet these indicate important cultural continuities in the Indian Ocean region and form a vital part of heritage and the harmonisation of cultures on the islands.  相似文献

Much of the relevant literature on Africa downplays the salience of elections for policy-making and implementation. Instead, the importance of factors such as clientelism, ethnicity, organized interest groups, and donor influence, is emphasized. We argue that, in addition, elections now motivate political elites to focus on policies they perceive to be able to gain votes. This is based on analyses of six landmark decisions made during the last 15 years in the social, productive, and public finance sectors in Tanzania and Uganda. Such policies share a number of key characteristics: they are clearly identifiable with the party in power; citizens are targeted countrywide; and policy implementation aims at immediate, visible results.  相似文献

ABSTRACT

This paper examines the rise of female Pentecostal-Charismatic (PC) church leaders and how they legitimize themselves in a male dominated religious field in Kenya and Tanzania. It explores, in a qualitative way, four women leaders’ modes of attaining legitimacy in African PC milieus and contributes empirically based knowledge from four cases which include Eleonorah Wambui of Prosperity Gospel Ministries and Jesca Njuguna of Prophetic Word Ministry in Kenya, as well as Neema Mwambembela of Holy Ghost Power Assemblies and Irene John of Miracle Prayer Ministry in Tanzania. We make reference to Boulding’s delineation of sources of legitimacy ([1967] ‘The Legitimacy of Economics.’ Economic Inquiry 5 (4): 299–307). We found that the four East African female preachers that we examined share certain common practices, but that differences are manifest among them owing to differences in their personal preferences and to the contextual flavour of each ministry.  相似文献

A large part of the decentralization literature is fragmented along political, fiscal, or administrative lines. In this article we employ a diagnostic framework to draw these dimensions together in a coherent manner to focus on analyzing local government discretion and accountability in Tanzania. Tanzania seems to have a deconcentrated local government system with central appointees having large powers at the local level. Centrally‐funded mandates—such as constructing secondary schools—dominate local government plans and budgets. Central control over administrative functions has ensured that administrative decentralization is yet to occur. In the fiscal sphere, progress has been made in transparency and harmonization of transfers in the last 5 years but local governments still have some way to go in raising own revenues, being less reliant on transfers, and ensuring downward accountability. Due to their critical role in development and governance, local governments need adequate financial resources to deliver the many developmental functions. However, such financial resources are either not available or inadequate. One way of rising to this challenge has been scaling up revenue collection from local revenue sources. This is done through either in-house collection or outsourcing revenue collection. Extant research has focused on the benefits and challenges of outsourcing. This paper expands this body of knowledge by studying how local governments manage private collectors to maximise benefits of outsourcing. From interviews conducted with Iringa Municipality officials and staff, the paper shows that revenue collection outsourcing can be an effective tax administration strategy if properly managed.  相似文献

ABSTRACT

This paper analyses legal frameworks designed to reconcile work and family responsibilities in Mozambique and Tanzania from the perspective of ILO standards. Three labour laws are explored, the Mozambique Family Law 2004, the Mozambique Labour Law 2007, and the Tanzania Employment and Labour Relations Act 2004. ILO standards have encouraged both countries to become better equipped for working families to reconcile their work and family responsibilities. Their legal frameworks, however, remain below ILO standards, especially in parental leave and childcare services. The paper finds the root cause of such low compliance from a number of historical junctures, including a historical hangover from colonial regimes, social development policies and structural adjustment policies. The paper suggests a stronger commitment by the Mozambique and Tanzania governments’ and active involvement of civil societies to reshape the patriarchal political economy and promote gender equality in both public and private spheres.  相似文献

One of the professed goals of the 1998 Tanzanian Local Government Reform Program, entailing substantial decentralization, was to provide for a democratic administrative set up in local government. Elected local councils were invested with responsibilities for a wide range of policy sectors and services; the local administrative staff, formerly recruited and instructed by central government, would be appointed by and accountable to the local councils. A well‐functioning local politico‐administrative system was considered paramount to improve service delivery and ensure control of decision making by the local community. This article reports on research into the relations between councilors and administrators in two Tanzanian municipalities. Overall, these relations were found to be tense and full of discordance, caused by clashing role perceptions and mutual distrust. The research suggests that the main factor underlying the behavior and attitudes of councilors and administrators is the very system of public administration, which — despite the ambitions expressed in the Local Government Reform Program — remains very centralistic in character.
