We estimated the optimal size of the most significant functions performed by Tasmanian councils between 1999 and 2008 using a non‐parametric technique based on the shared input data envelopment analysis model. The principal advantage of this technique is that it not only provides an overall estimate of efficiency but it also allows for the estimation of ‘partial efficiencies’ and ‘cost shares’ when one input is shared among multiple outputs. Our results indicate that water supply and sewerage services, on average, were more efficient, whereas activities related to community health and safety and information systems warrant improvement. However, because the costs associated with water supply and sewerage services are considerably higher than the costs related to community health and safety and information systems, the elimination of these inefficiencies would result in greater cost savings for the Tasmanian local government sector.  相似文献

Contemporary Australian public policy has come to rely increasingly on technical reports produced by commercial consultants in contrast to the traditional approach, which employed disinterested public servants to generate the specialist information required to inform decision makers. This approach is fraught with problems, not least the fact that ‘hired guns’ have strong incentives to create the ‘answers’ sought by their employers. By way of a ‘cautionary tale’, this paper examines the empirical evidence adduced in favour of radical amalgamation of Tasmanian local authorities in Local Government Structural Reform in Tasmania, produced by Deloitte Access Economics (DAE) (2011), and commissioned by the Property Council of Tasmania. In particular, the paper provides a critical analysis of the econometric modelling undertaken in the DAE (2011) Report. We find that if the DAE model is re‐estimated – employing alternative functional forms – then the empirical evidence in support of Tasmania council merges evaporates.  相似文献

This article reports on mortality in a cohort of 7084 English, Irish and Scottish-born convict men who were transported on 30 ships to Tasmania between 1840 and 1852. To the authors' knowledge, this is the first study of convict mortality that systematically traces the mortality of convicts after emancipation as well as under sentence. This pilot study investigates the relationship between pre-transportation characteristics, convict discipline, reactions to convict discipline, and mortality under and after sentence of the male convict population. The convict men were various in their origins but shared the experience of penal servitude under the gaze of a paper panopticon. Controlling for other factors, the authors find that the convicts were more likely to die under sentence if they were born in Scotland, London or an industrial-urban area; if they exhibited disturbed mental behaviour under sentence, such as tearing their clothes; or if they had more time in solitary confinement or more accumulated insults of their mind and body. For those who survived sentence, mortality was higher for those born in an industrial-urban area, those who had more alcohol-related offences under sentence, those with more time in solitary confinement under sentence, and those who were violent or threatened violence while under sentence.  相似文献

For Tasmanians accessing Government services has traditionally required visits to various Lead Agency locations, as service delivery was fragmented and bureaucratic. The Tasmanian Government adopted a customer‐focused approach implementing ‘Service Tasmania’ a One‐Stop‐Shop service delivery concept. This paper investigates what led to the success of this public service reform and in particular what change management practices were applied during the change effort. Ten common factors of successful change have been identified in the literature; these are explored determining their relevance throughout this initiative. Data were collected with semi‐structured interviews conducted with 63 staff plus senior management. Data were analysed using a grounded theory approach and open coding was applied during the first pass through the data to reach the initial codes identifying critical terms and generic key issues. Findings confirm that several management interventions were necessary to address resistance and conflict issues and keep the government reform project on track.  相似文献

Government service delivery in Tasmania has undergone a customer-orientated shift, changing the nature of the relationship between the Government and the community. A Tasmanian State Government initiative named Service Tasmania utilizing information technologies and private sector style business administration values offers new possibilities in service delivery through its integrated whole-of-government approach. This initiative facilitates cross-agency customer-centered service delivery within the overall government framework. This article introduces an empirically based qualitative investigation into the implementation of Service Tasmania’s One-Stop-Shops. Particular interest is placed on identifying the strengths and weaknesses of implementing the Service Tasmania service delivery model. Data were analyzed by using a grounded theory approach comprising open, axial, and selective coding. Findings indicate that whilst some weaknesses in the approach have been uncovered the numerous strengths outweigh them. Some practical implications are identified for policy-makers and practitioners engaged in service delivery reform projects.  相似文献

SUMMARY

Adult caregivers (n = 184; M age = 43.9 years old) working at a non-profit, eldercare program at five geographically diverse sites located in the self-contained, island state of Tasmania, Australia, completed a set of self-report measures. Results across the five sites indicated that respondents experienced a relatively strong sense of self-efficacy toward making a difference in their local community. However, there were significant differences (controlling for social desirability) when comparing caregivers from rural northern (n = 45) with urban southern (n = 139) communities, with rural caregivers claiming stronger sense of common mission with others, reciprocal responsibility to help others, and caregiver satisfaction, plus lower disharmony with other members and caregiver stress in helping the elderly than urban caregivers. Implications suggest that community self-efficacy may be high among eldercare staff, but their sense of community and caregiving perceptions may reflect geographic differences, especially in Tasmania.  相似文献

ABSTRACT

This paper reports on a sample of 16,953 male and 7,783 female convicts transported to Van Diemen’s Land between 1818 and 1853 whose life courses have been reconstructed as much as possible from cradle to grave to explore the effects of critical life stages and the impact of a shared exposure to a stress regime of penal servitude, forced labour and exile. It uses survival and family formation of a lineage as the key measures of life outcomes. It finds that male convicts, while not producing many descendants because of sex imbalances, did well biologically out of being transported, while female convicts, entering servitude under a greater burden of previous abuse and deprivation, continued to suffer a severe gender penalty in survival and significant secondary infertility after sentence. Early life effects from the social environment, or crime economy, into which men were born remained remarkably persistent, while the previous history of prostitution and/or alcohol abuse dramatically shortened the lives of women. These were the embodied effects, over generations, of structural violence against women in the most deprived and dangerous neighbourhoods of from the late-eighteenth century through to the 1840s in Great Britain and Ireland, and transported with them to the Australian colonies.  相似文献

Recent cases of partisan-motivated prorogations of parliaments at the federal and provincial levels in Canada have focused attention on this phenomenon. While such prorogations are uncommon in the mature Westminster-style parliaments, the Canadian cases are not unique. Systematic study of partisan-motivated prorogations in the Australian states has illuminated the factors commonly associated with such cases. This paper outlines the results of this literature and then tests whether the Canadian cases fit the pattern. It shows that, on balance, these factors do apply. The paper thus concludes that, while partisan-motivated prorogations may not be predictable, it is possible to identify circumstances in which there is a substantially greater risk of their occurrence.  相似文献
