Governments are run by humans who have sympathies and moods. The study of leaders' personalities, albeit not widespread, is an important tool for foreign policy analysis. Plus, friendship is a feeling that decision-makers like to express for each other. This paper analyses the activity of Silvio Berlusconi, Italy's three times premier, who has made ‘friendship’ a central tenet of his personal foreign policy. Three cases are considered, namely, Berlusconi's relationship with George W. Bush, Tony Blair and Vladimir Putin. The paper concludes that his friendship-based foreign policy has somehow worked; but, because he decided to ignore Italy's structural constraints in the international arena, he ended up wasting opportunities and resources.  相似文献

Corbynism, to its internal critics, is a ‘hard left’ anachronism. New Labour, to its detractors, was basically Thatcherism. We argue that these meta narratives, critical to internal identity, are flawed. They are pulling the party apart for reasons of political strength and at the expense both of broader interpretation and longer-term cohesion. Through an analysis of ‘early’ New Labour, we show that how Blair’s project ended is not how it began, and therefore isn’t the whole story. The now half-forgotten history of New Labour in opposition holds important lessons, including for those trying—for the most part unsuccessfully—to keep the ‘modernising’ flame alive. If the modernisers are to win more converts to their cause they must learn to do what Blair and New Labour did in opposition and not what Blair says today. Drawing on the concept of Labour’s ‘ethos’, we offer five lessons from the party’s past.  相似文献

In the mid-1990s, after eighteen years of Conservative rule, there was much talk about the prospects for a progressive century. Tony Blair, under the tutelage of Roy Jenkins, made it clear that he wanted to end the schism on the centre-left. Paddy Ashdown saw the same opportunity. Ironically, the electorate's desire to kick out the Conservatives and vote in progressives of any stripe delivered a Labour landslide that made cooperation impossible for Blair and Ashdown. Some progressive policies, notably on the constitution, have been implemented, but the political and intellectual roots to create a progressive century have yet to be properly established. Foreign policy divisions, especially on Iraq, have made this much more difficult. This article looks at the prospects for progressives—under new leadership—up to and after the next election in terms of ideas and policy.  相似文献

Tony Blair's speech challenged the media over its standards in his valedictory lecture. Many of his charges about the absence of balance, attacks on motive and a pack mentality stand up, even if some are exaggerated and also applied well before his arrival in 10 Downing Street. Mr Blair's solutions did ot match his critique. What is required is a more self‐questioning media, being held to account on the internet and on specialist blogging sites. Vigorous criticism, requiring justification, is a more credible rout than tighter regulation. Tony Blair's speech on the changing pressures on the media is both interesting and convincing in its diagnosis (although generally reported in ways that did not reveal this). It is less convincing in suggestions for change: the fact that on‐line media will fall under Of‐com, and so under its minimal ‘content regulation’ will have little impact. Effective change could begin with other types of (self or other regulation). Some steps towards change might include minimal requirements for journalists and editors to accept elementary forms of accountability, such as disclosing conflicts of interest and payments made for ‘stories’. The scale of media coverage may be crucial in determining the allocation of aid, yet the attention the media pays to particular causes is arbitrary. Many serious disasters are not reported and as a consequence do not receive adequate aid, so that the victims of the crisis will lose out. Chronic long term problems, like famine, are ignored in favour of ‘sudden emergencies’. Reporting seeks sensation and simple stories which influences the way that aid agencies respond to the media. The complex background to a faraway disaster is often overlooked and not properly reported. Tony Blair's speech describing some of the news media as ‘feral beasts’ contained one paragraph which contained an insight into his views on new media. It was known that the outgoing Prime Minister was uncomfortable with some aspects of new technology but his remarks reveal a wider disappointment with how new media has failed to deliver changes which he had hoped for in political communications.This paper records Mr Blair's problems with new media and argues that by focusing on how the new technologies might provide a better way for politicians to by‐pass the traditional media he has missed the point of their wider benefits.  相似文献

The article reviews the experience of former British prime ministers in the twentieth century. There is no fixed or predetermined role for former prime ministers. What they do after they leave office depends on personal choices and on circumstances. Some have largely disappeared from the political stage. Others have become active international 'elder statesmen'. A couple-Heath and Thatcher-were embittered 'models to avoid'. A quarter of the former prime ministers since 1900 have served in other government posts in their successors' Cabinets, while a handful have turned down such appointments. Most have gone to the Lords, which offers a political platform, but sometimes they do not think much of the quality of the second chamber. The retirements of some former prime ministers have been clouded by money worries, but they nowadays get substantial pensions and can make money from business directorships, international lectures and writing memoirs. The article concludes with speculation about what Tony Blair's post-premiership might hold.  相似文献

The MPs expenses scandal that erupted in May 2009 has certainly rekindled interest in the next stage of constitutional reform and democratic renewal in Britain. This article examines how Gordon Brown's tenure as Prime Minister has differed from Tony Blair's in relation to the ‘new politics’ narrative. It argues that despite his long‐term personal commitment to major constitutional reforms, the role of crises in recalibrating the political opportunity structure and the manner in which electoral incentives can alter elite attitudes to institutional change that Brown's tenure can be characterised by optimism followed by timidity. Gordon Brown may have flown a few kites in relation to a written constitution, electoral reform, English devolution and the future of the House of Lords but he has left things far too late for a ‘constitutional moment’. Brown may have the political inclination but he lacks the capacity to deliver far‐reaching reform; Cameron is likely to have the capacity but not the inclination.  相似文献

The history of New Labour is highly politicised, deployed either for its policy lessons (good or bad) or as a weapon in Labour's factional struggles. But, just as historians in the 1990s reassessed the premierships of Harold Wilson and James Callaghan, so the distance of time and the opening of archives offers an opportunity to reappraise New Labour as history. Such work raises five methodological challenges: the lack of sufficient distance from the subject to tell whether policy innovations will remain popular and permanent; the long shadow the Iraq war casts over this whole period; the deluge of data and sources available; the continuing and controversial part that key actors, such as Tony Blair, are still playing; and the lack of expertise any one author will inevitably face in some policy areas. In the latest of his periodic 'overflights' of the Blair style of government since 1997, Peter Hennessy examines the significance of the 2004 Butler Report (on intelligence and weapons of mass destruction prior to the Iraq War) for Tony Blair both as war premier and also as an indicator of his governing practices in general. He concludes that the Cabinet's overall performance on the road to war was seriously inadequate, and is especially critical of its failure to test out fully the Attorney General's opinion in the legality of the war.  相似文献
