论农民大幅度增收

2 0世纪 80年代后期以来 ,农民增收缓慢。我国要在 2 0 2 0年实现全面建设小康社会的发展目标 ,必须做到农民大幅度增收。农民增收缓慢的直接原因是供求关系不利于作为供给者的农民 ,深层次原因是农村经济发展理论落后 ,导致农村资金供给严重短缺。要实现农民大幅度增收 ,必须进行理论创新和政策创新 ,保证农村资金供给充足。     

Why Is the Estate Tax so Controversial?

There are some social issues whose significance for society nobody would seriously question but which nevertheless receive only scarce attention in sociological research. One of these is the bequest of private wealth from one generation to the next. It is currently estimated that about 550 billion dollars are transferred annually in the United States, amounting to more than 4% of the American gross national product (Havens and Schervish 1999). Not only is this a huge amount of wealth that changes ownership, but the bequest of wealth speaks to some of the core questions of sociological scholarship.

人类的幸福是多样而脆弱的,于是“幸福”也就成了人类生活当中最捉摸不定的问题。然而在文化与进步的领域内,幸福仍是人类智慧首先应该关心和解决的问题。长生久视、功名富贵、知性自足这三方面是过去中国人生活中居主导地位的幸福观念,不仅表现为在社会组织及人们心理、生理结构中有强大的生命和影响力,而且业已积淀为人们普遍心理、生理素质因素并时刻规范、支配人们的思想行为。     

Paradoxical class: paradox of interest and political conservatism in middle class

ABSTRACT

Considering the importance of class analysis in understanding social issues, the present paper has used this level of analysis as an important factor in the economic, social and political attitude of society. Accordingly, three main classes, including the upper class, the middle class, and the lower class have been divided and their attitudes towards redistribution of wealth (as a non-conservative policy) have been evaluated. Given the current economic inequality, in the case of adopting the policy of redistribution of the wealth, the lower and middle classes will benefit economically, since they possess less wealth than their population percentage. Nevertheless, the results of the survey revealed that only the lower class assented to redistribution of the wealth, while upper and middle classes largely dissented to it. The study seeks to address this question that why the middle-class dissents to redistribution of wealth, despite its economic benefits. In order to answer that, we resort to another survey of the members of the middle class, in which the role of non-economic interests – including social and political interests, has been evaluated. Finally, the conclusion suggests that the majority of the middle class faces a paradoxical status in the area of economic, political, and social interests.     

新农村建设资金的形成机制

建设社会主义新农村必须解决资金投入问题。新农村建设资金的本源是农民创造的财富中包含着价值。因此,建设新农村的过程是农民为社会创造大量建设资金的过程。农民没能在农村积极创造财富和建设资金,是由于农村的货币资金供应严重短缺。必须通过增加农村货币资金供给来实现各类资源在农村的高效配置,农民合作经济组织要成为使用支农资金的主体。

“仇富心理”从一个独特角度反映了社会心理中对于贫富差距加大及其引起的社会公正问题的极度关注，可以理解为对贫富差距社会心理反应中的一种严重化形态。对北京市和杭州市的问卷调查结果表明，在当前社会公众存在的仇富心理中，较大比例属于道德义愤型或正当的仇富心理。而极小比例属于个人情绪型或不正当的仇富心理。无论对于哪种类型的仇富心理，都需要通过建设和完善一系列制度机制、文化机制和心理机制来加以引导，而这些机制对和谐社会的建设具有极大的紧迫性。

Is the erecting of barriers against foreign Sovereign Wealth Funds compatible with international investment law？

The impact of overseas investments by Sovereign Wealth Funds （SWFs） is increasingly causing alarm in destination countries. Many western governments show high concern with SWFs investing in some of their strategic economic sectors, such as energy or high technologies. Consequently, several of these governments have issued new domestic rules to control and even cancel investments operated by SWFs, or are about to do so. The aim of this work is to assess the compatibility of these new legislations with international investment law.
