Abstract

The essay is a comparative analysis of APEC and the EU, which looks at the particular sorts of economic orders these institutions are helping to create. It is argued that the two regions display some noteworthy differences that result from different approaches to the problem of economic governance. These differences reflect much more than the relative degree and level of regional institutionalization; they flow from different ‘political rationalities’ that are themselves a function of the very different liberal and illiberal polities in Europe and East Asia. Our key theoretical innovation is to use the framework of political rationality to explain different regional approaches to economic governance; more specifically we argue that the EU and the East Asian members of APEC may be understood as respectively subscribing to broadly conceived liberal and cameralist approaches to economic governance which are in turn reflected in the design of regional institutions.  相似文献

This paper traces a deep rift in the historiography of cameralism, demonstrating how historians have systematically separated cameralist writings from the context of the Holy Roman Empire’s fiscal chambers. Scholarship on the subject has been largely defined by an artificial separation between “cameralists of the book” and “cameralists of the bureau.” I argue that it is time to interrogate this distinction, which is itself a legacy of the nineteenth century.  相似文献

Theodor Herzl's thought was a product of an austrian political and humanist culture. His political values were formed within a multinational, cameralist tradition that at its best bred a tolerance for differing persons and cultures but isolated the private individual from a responsible role in his or her own governance. The problem of governmental power in relation to the members of its society became for Herzl a conundrum whose solution was a redistribution of that power downward. Herzl's depiction of the future Jewish state in his 1896 The Jewish State and in his 1902 novel Old-New Land offers the vision of a privatized society in which each citizen may eventually become a cooperative owner. An examination of Herzl's vision reveals a thread of Austrian humanistic concepts and values that have characterized social-economic thought in Austria since the Enlightenment.  相似文献

The paper starts from problems of reorganization of the Welfare State. The second paragraph contains definitions and materials. The third paragraph turns to the development of Staatswissenschaften, especially to cameralistic views, public choice and deregulation. The fourth section deals with present Staatswirtschaftslehre as a component of Staatswissenschaften. The fifth paragraph is focussed on deregulation and reorganization of the state.The paper demonstrates: Staatswissenschaften and Staatswirtschaftslehre will be important academic disciplines also tomorrow, though the State will be reorganized by privatization, non-government-organizations and rearrangements of private and public sector activities under the conditions of new technologies and open markets.  相似文献
