Customs authorities in developing countries are often reluctant to forget systematic inspections for fear of risking revenue loss. Such physical inspections however, impede rather than facilitate trade. Control selectivity is therefore a key issue in customs administration reform. This paper shows how a sophisticated risk management method can facilitate trade by automatically and rationally selecting transactions, with the end result of actually enhancing revenue performance. The present research tries to contribute to the academic debate on public management reform adoption, focusing on the reasons for the discrepancies between actual and formal changes and using resistance to change as theoretical basis. The study hypothesizes that high levels of individual and organizational resistance to change may be associated to the formal implementation of public management reforms. The research results allow to confirm the hypothesis when large-size municipalities are considered, while when considering medium-size entities a definite evidence of a relation between resistance to change and the formal implementation of the reforms does not emerge.  相似文献

The prime objective of this article is to construct a robust macroeconomic performance (MEP) index of the Indian economy using the data envelopment analysis (DEA) approach. Seven major macro indicators, namely, economic growth, employment rate, terms of trade, inflation rate, fiscal deficit, pollution, and climate change are used to compute MEP and Eco‐MEP indices of the Indian economy from 1980–1981 to 2018–2019. Overall, both the MEP and Eco‐MEP index scores have quite similar best performing years worst performing years, and have also captured the major events that affected adversely the Indian economy during the past decades. The trend in the overall performance of the Indian economy was better in the 1980s and the 1990s but has deteriorated since 2000. The autoregressive distributed lag bounds testing approaches to cointegration methods are used to test the robustness/utility of these indices. The estimated results show that MEP and Eco‐MEP have a positive impact on private investment, foreign investment inflows, foreign direct investment, and a negative effect on the current account deficit. Hence, the suggested composite MEP index is stable, robust and truly captures the economic performance of India. The constructed MEP composite index may be used by foreign investors, rating agencies, private investors, and policymakers for their planning and decision‐making processes.  相似文献

Malaysia gained attention for its use of capital controls in 1998, but since the early 2000s it has emphasised its commitment to an open capital account, despite experiencing volatile capital flows. As well as opting for financial openness, Malaysia chose to manage the value of its exchange rate after de-pegging from the US dollar in 2005. In a bid to escape the macroeconomic constraints that arise from capital mobility, Malaysia also chose to sterilise a large portion of capital inflows. It then made a further choice to use market-based sterilisation instruments more than regulatory sterilisation measures. These choices have carried costs and led to a build-up of economic risk. Three interrelated factors explain these choices: Malaysia’s strategy to manage the stigma arising from its imposition of controls in 1998, the increased level of financial integration that followed from this strategy, and the politically privileged position of groups that have benefitted from Malaysia’s commitment to capital openness.  相似文献

The proliferation of more restrictive border controls governing global mobility provides important sites of crystallization through which differentiated and stratified rights to movement are produced, negotiated, and reimagined. One such form, the detention of migrants, is often understood through a logic of exception as the exclusion of unwanted migrants from the borders of the political community. Critical scholarship on detention informed by an autonomous migration perspective suggests a more nuanced reading of detention as the differential inclusion of migrants through positions of precariousness, transformations of legal statuses and subjectivities, and control over the direction and temporality of migratory flows. Building on this trajectory, this paper argues that the very meaning of the camp also needs to be brought into the analysis of a politics of migration and of control. For spaces of detention are sites of contestation that can be used by migrants (and those in solidarity with them) as resources to navigate border controls, reimagine political community and subjectivities and through which migrants engage in practices of citizenship. Reflecting on the destruction of the migrant camps in and around Calais, the paper examines three different images of the camp space known as ‘the jungle’ and draws attention to camp spaces as social and political spaces, in which the struggles to define them are an integral part of what is at stake in the struggle between a politics of control and a politics of migration.  相似文献

Our understanding of causality and effect size in randomized field experiments is challenged by variations in levels of baseline treatment dosage in control groups across experiments testing similar treatments. The clearest design is to compare treated cases with no-treatment controls in a sample that lacks any prior treatment at baseline. We applied that strategy in a randomized test of hot-spots police patrols on the previously never-patrolled, track-level platforms of the London Underground (LU). In a pretest–posttest, control-group design, we randomly assigned 57 of the LU's 115 highest crime platforms to receive foot patrol by officers in 15-minute doses, 4 times per day, during 8-hour shifts on 4 days a week for 6 months. The effect of 23,272 police arrivals at the treatment hot spots over 26 weeks was to reduce public calls for service by 21 percent on treated platforms relative to controls, primarily when police were absent (97 percent of the measured effect). This effect was six times larger than the mean standardized effect size found in the leading systematic review. This finding provides a benchmark against the baseline counterfactual of no patrol in hot spots, with strong evidence of residual deterrence and no evidence of local displacement.  相似文献
