Across the United States, lesbian, gay, bisexual, and transgender (LGBT) youth are grossly overrepresented in the homeless youth population. These youth are at an increased risk of being victims of violence in homeless youth housing facilities. This Note examines the causes of the overrepresentation of LGBT youth in the homeless youth population. Additionally, this Note suggests the following changes to the regulation of homeless youth housing programs to make them safer for these youth: (1) placing low maximum limits on the occupancy capacity at which these programs may operate, (2) requiring that all showering facilities provide individual privacy, (3) prohibiting anti‐LGBT discrimination in the provision of services, (4) requiring nondiscrimination and sensitivity training, and (5) promoting the creation of LGBT‐specific homeless youth housing programs.  相似文献

Violence and Aggression in the Lives of Homeless Children   总被引:1,自引:0,他引:1  
The present research examined the role of violence and aggression in the lives of children in homeless families, focusing on possible connections among family violence, children's aggression, and children's problems with social isolation and rejection. Measures were obtained from structured interviews with 93 sets of mothers and children. Consistent with past research, average estimates of specific violent incidents experienced by mothers (as adults) were quite high. Measures of this family violence were reliably correlated with children's behavior problems as well as with measures of aggression in peer relationships (victimization, ease of resolving fights with friends).Finally, results of regression analyses were most consistent with a model in which family violenceand economic distress contributed to problematic aggressive behaviors among children; that aggression, in turn, appeared to lead to social isolation and avoidance. The overall results emphasized the need to address violence and aggression in any intervention programs for homeless children and families.  相似文献

Homeless youth are at an increased risk of police contact—being stopped by police and arrested, yet it is less clear if this interaction is patterned by race. The current study draws on diverse scholarship to examine three possible effects of race on homeless youths’ interaction with police: that non-White homeless youth are more likely (disproportionate minority contact/symbolic assailants), less likely (out-of-place policing) or no different than White youth (master status) to experience police contact. Using the Midwest Longitudinal Study of Homeless Adolescents, we examine homeless youths’ odds of self-reported police harassment and arrest. Non-White homeless youth are more likely to report police harassment and arrest, but living on the street neutralizes these racial disparities. Further, prior police harassment is linked to subsequent arrest, operating similarly for White and non-White homeless youth. We discuss the implications of these findings for advancing scholarship on the challenges faced by homeless youth.  相似文献

This study examined whether social support tied to relocation efforts and neighborhood social climate may mediate the effects of stressful life events on mental health outcomes following Hurricane Katrina. Participants were 108 adult persons made homeless by Hurricane Katrina and evacuated to Columbia, South Carolina. Civic leaders developed an intervention model that emphasized (a) a one-stop point of entry, (b) living in hotels and apartments rather than shelters, and (c) matching hotels with volunteer “hosts” to assist in relocation efforts. Results revealed that perceived neighborhood factors and satisfaction with host relationship were related to several mental health outcomes. Neighborhood social climate partially mediated several mental health outcomes. Implications of this intervention model and the utility of social ecological perspectives on homelessness interventions are discussed.  相似文献

As a result of developments in pharmacology, stricter standards for involuntary commitment, and changes in public expenditures, there has been a dramatic decline in the capacity of public psychiatric hospitals to maintain America's most severely mentally ill. Psychiatric deinstitutionalization has led to an increased presence of persons with mental illness in urban areas, many “falling through the cracks” of community‐based services. This is hypothesized to have contributed to homelessness, crime, and arrests. Individual‐level research has documented disproportionate and increasing numbers of mentally ill persons in jails and prisons. It has also found higher rates of violence and arrest among persons with mental illness compared to the general population. This study takes a macro‐level social control approach and examines the relationships between psychiatric hospital capacity, homelessness, and crime and arrest rates using a sample of eighty‐one U.S. cities. I find that public psychiatric hospital capacity has a statistically significant negative effect on crime and arrest rates, and that hospital capacity affects crime and arrest rates in part, through its impact on homelessness. In addition, I find no crime‐reducing effect of private and general psychiatric hospital capacity.  相似文献

Research Summary Police officials across the United States are increasingly relying on place-based approaches for crime prevention. In this article, we examine the Safer Cities Initiative, a widely publicized place-based policing intervention implemented in Los Angeles's “Skid Row” that focused on crime and disorder associated with homeless encampments. Crime reduction was the goal. The police division in which the program was undertaken provides 8 years of time-series data serving as the observations for the treatment condition. Four adjacent police divisions in which the program was not undertaken provide 8 years of time-series data serving as the observations for the comparison condition. The data are analyzed using a generalized additive model. On balance, we find that this place-based intervention is associated with meaningful reductions in violent, property, and nuisance street crimes. There is no evidence of crime displacement. Policy Implications This study provides further evidence that geographically targeted police interventions can lead to significant crime prevention benefits, with no evidence that crime is simply displaced to other areas. Criminologists and the media have given the Los Angeles Police Department (LAPD) little credit for major reductions in crime that have occurred during the past 5 years following a number of major policy reforms. We suggest that researchers should look more closely at the targeted interventions the LAPD has undertaken for evidence-based examples of effective policing. Importantly, this work suggests that crime associated with homeless encampments can be meaningfully reduced with targeted police actions. However, law enforcement actions do not address the roots of homelessness nor most of its consequences. Getting tough on the homeless should not be confused with policies or programs that respond fundamentally to the social and personal problems that homelessness presents.  相似文献

This article explores how a devolved government in a small country, faced with external constraints beyond its immediate control, can deploy policy resources to shape a distinctive approach to public services. We analyse recent homelessness policy in Wales using the NATO (Nodality, Authority, Treasure, Organisation) typology of tools of government proposed by Hood and Margetts, and show how this can be applied usefully to understand the choices that governments must make in conducting relationships with other institutions. We conclude that a combination of Nodality and Authority provide powerful resources for a subnational government which has only limited formal powers and fiscal autonomy.  相似文献

Seasonal surges in family homeless shelter usage occur in numerous communities around the United States. These surges are significant because they may place demands on shelter systems, require families to use lower quality shelter facilities, or impose significant costs on the municipalities that provide shelter services. This study uses empirical data from Hennepin County, Minnesota, to provide explanations for the seasonality of family homeless shelter usage. The results suggest that multiple factors may contribute to the surge, but that families with school-age children are the primary driver of seasonal increases in the family shelter population. This study provides initial findings that may help to improve the targeting of homelessness prevention resources.  相似文献

Building upon previous exploratory qualitative research (Kidd SA (2003) Child Adol Social Work J 20(4):235–261), this paper examines the mental health implications of social stigma as it is experienced by homeless youth. Surveys conducted with 208 youths on the streets and in agencies in New York City and Toronto revealed significant associations between perceived stigma due to homeless status and sexual orientation, pan handling and sex trade involvement, and amount of time homeless. Higher perceived stigma was also related to low self esteem, loneliness, feeling trapped, and suicidal ideation, with guilt/self-blame due to homeless status having the strongest impact on mental health variables. Sean Kidd is an assistant professor with the McMaster Department of Psychiary and Behavioural Neurociences. He received his Ph.D. in clinical psychology from the University of Windsor, Ontario, in 2003. Yemshaw v Hounslow LBC is a significant case in the fields of housing and family law, as well as giving rise to important issues as to the judicial role and statutory interpretation more broadly. This note critically analyses the reasoning of the Supreme Court in Yemshaw, in which the principal issue was whether the definition of ‘violence’ for the purposes of the Housing Act 1996 extended to non‐physical as well as physical forms of harm. In rejecting the view of the Court of Appeal, the Supreme Court adopted a wider definition of violence to encompass emotional and psychological as well as financial abuse. This commentary adopts a fresh stance by examining closely the context surrounding the enactment of the Housing Act 1996 and how this informs the question of statutory interpretation. In so doing, the author suggests that the interpretation employed by the court is significantly undermined.  相似文献
