Changes in the U.S. partisan balance over the past decade are often attributed to the enhanced political salience of cultural issues. Yet as white men have continued to become more Republican in recent years, white women increasingly identify with the Democrats. To the extent that cultural issues are influencing this partisan change, men and women must be responding differently to this cultural agenda. Using a pooled ANES data set from 1988 through 2000, I explore the extent to which cultural values are responsible for this gender realignment. Findings suggest that salient cultural issues influence the partisan choices of both men and women, however in somewhat different ways. For women, the issues themselves—reproductive rights, female equality, and legal protection for homosexuals—have become increasingly important determinants of party identification. For men, the influence of cultural conflict on partisanship is argued to be equally pervasive, albeit less direct.  相似文献

Although mental illness treatment protocols exist, the organization and financing of screening and treatment services inhibit access. These challenges are compounded for refugees, immigrants, and other groups vulnerable due to their ethnicity, race, or culture. By creating a system-wide, collaborative, integrated model that recognizes and addresses critical clinical and economic aspects in the delivery of services, high quality, evidence-based care can be made available to groups susceptible to the burdens of mental illness. Clinically and financially aligning primary and specialty care offers a viable alternative for improving access and quality of mental health services to vulnerable populations.  相似文献

Europeans enthusiastically embraced the Arab Spring. However, the EU and its member states have lacked significant influence in a neighbouring region in turmoil. The EU has not devised new and more appropriate approaches towards the region, but rather relied on its traditional tools and frameworks. The Eurozone’s financial crisis and threat perceptions have quickly underminded the readiness of EU member states to contribute meaningfully to Arab transformations with money, market access and mobility. In addition, European support has not been equally welcomed across the region, and delays in terms of building empowered governments have prevented a quick impact. Moreover, the violent power struggles triggered by the Arab Spring have revealed the EU’s weakness with regard to effective conflict prevention and timely crisis management – and thus created an environment averse to democratic transformation and regional stabilisation.  相似文献

Since the early 1970s, the major American parties have moved from general consensus on women's rights issues to sharp polarization. While previous efforts to explain this realignment have identified pieces of the puzzle, these explanations have been generally incomplete and atheoretical. I argue that party positions are determined by the perceived value of specific issue positions for maintaining and expanding the party's coalition of electoral support. Thus, changes in both the composition of the party's coalition and the way the issue is defined and understood can bring about changes in the issue positions adopted by parties. Using the Convention Delegate Studies (1972–1992), this research suggests that both replacement (coalition change) and in the case of Democrats, conversion (caused by issue change) have been important mechanisms for bringing about party realignment on women's rights. This explanation both encompasses causal factors highlighted by previous scholars and points to other important contributing causes.  相似文献

Scholars argue that contemporary American elections are pronounced in their degree of partisanship and nationalization. While much of this work largely uncovers a heightened degree of nationalization in contemporary elections, little is known about how far back these patterns generalize. Given the limited availability of American electoral data, this work also generally focuses on a single office or during a certain segment of the post-war period since 1946. Moreover, this work largely focuses on states as salient units of analysis, masking potential variation found in U.S. counties, the smallest geographical unit constituting panel observations over time and across elections. In this note, we leverage a novel dataset of county-level election returns for President, U.S. Senate, and Governor, to specify a model assessing whether American elections are more nationalized and partisan than during any other period since the Civil War. We find evidence that presidential and Senate elections are more partisan today than any period since the Civil War, while gubernatorial elections are as partisan today as they were during the late 1800s. Our findings have implications for contemporary-based theories explaining the rise of partisanship in American elections and demonstrates the utility of county-level data in assessing electoral changes in America.  相似文献

While Carmines and Stimson's work on issue evolutions has prompted research showing the dynamics and effects of new party alignments on abortion, religion, gender and cultural issues, this research has all centred on the United States. This article examines issue evolution in Britain. Using evidence on the timing of changes in elite positions from Comparative Manifestos Group data, and survey data on public attitudes to the European Union with a longer historical sweep than heretofore, the article finds strong evidence that the European issue has followed an issue evolution path, though with distinct dynamics contingent on the pace of elite re‐positioning. Thus, this article extends the theory of issue evolution to a parliamentary political system and demonstrates the responsiveness of the public to elite cues, while also providing additional insights from a unique case in which elites have staked out distinct positions not once, but twice.  相似文献

For decades, the politics of the North East and its suburbs have been frozen. Ever since the decline of the Tories in the region in the 1980s, it has served as a ‘solid North’ for Labour, but recent evidence suggests that this might well be changing. North Eastern suburbs have suffered because of the emphasis that has been placed on regenerating city centres, and the suburbs in the region haven't been immune to the economic dislocation that emerged from deindustrialisation in the 1970s and 1980s. They have also been impacted by the banking crash and, in particular, the collapse of Northern Rock. They have also seen growing political disengagement and a diminution of affection with the Labour party. All these factors contributed to many suburbs in the North East supporting Brexit in 2016. Talk of a realignment at the 2017 election was over‐egged, however, as the Conservatives failed to understand some of the key drivers of voting behaviour in the region. All evidence suggests that the North East is entering a period of more competitive politics and political parties that show greater ambition for the region and its economy will be in a strong position to take advantage of this.  相似文献

The general election of June 2017 revealed a continued tilting of the political axis in England that has been long in the making. This was not a Brexit ‘realignment’—in that the vote is better seen as a symptom of a longer‐term divide that is emerging between citizens residing in locations strongly connected to global growth and those who are not. In this analysis, we explore constituency‐level patterns of voting in England between 2005 and 2017. Over this period, Labour's vote share has tended to rise in urban areas (that is, major cities), with younger and more diverse and more educated populations often working in ‘cosmopolitan’ industries, whereas the Conservative vote has tended to increase in less densely populated towns and rural areas, with older and less diverse populations. Significantly, Labour has also increased its vote in constituencies with a higher share of ‘precariat’ and emerging service workers—somewhat at odds with characterisation of a party that has lost the ‘left behind’. To the extent that changes in electoral support for the Conservatives and Labour are linked to the Brexit vote, the relationship far predates the referendum vote and should be expected to continue to reshape British politics in future.  相似文献

The conventional wisdom in the partisan change literature predicts that increasing party conflict on one issue agenda leads to a decline in party conflict on another agenda—a process called conflict displacement. We have argued that recent party politics in the United States has experienced conflict extension, with the Democratic and Republican parties in the electorate growing more polarized on cultural, racial, and social welfare issues, rather than conflict displacement. Here, we suggest that the failure of the literature to account for conflict extension results from incomplete assumptions about individual-level partisan change. The partisan change literature typically considers only issue-based change in party identification, which necessarily leads to the aggregate prediction of conflict displacement. This ignores the possibility of party-based change in issue attitudes. If party-based issue conversion does occur, the aggregate result can be conflict extension rather than conflict displacement. Our analysis uses data from the three-wave panel studies conducted by the National Election Studies in 1956, 1958, and 1960; in 1972, 1974, and 1976; and in 1992, 1994, and 1996 to assess our alternative account of individual-level partisan change. We show that when Democratic and Republican elites are polarized on an issue, and party identifiers are aware of those differences, some individuals respond by adjusting their party ties to conform to their issue positions, but others respond by adjusting their issue positions to conform to their party identification.  相似文献
