浅论新时期的专群工作

专门工作和群众路线一直是我国公安机关工作的根本路线,并在社会治安综合治理中发挥着重要作用。但随着市场经济体制的发展以及城市化进程的加快,旧的专群工作体制已不适应变化了的新情况,因此,建立符合时代特征的专群工作新机制就成为当前公安工作亟待解决的重要任务。     

比较与反思:社会认同价值指向的中西视境

社会认同价值指向直接规约着社会整体的凝聚与集体意义的归属。管窥中西社会认同价值指向,不难发现,中国社会认同价值指向表征的是忠孝推演下的纵向价值指向、家国同构下的单向价值指向与威权政治下的身份价值指向。西方社会认同价值指向表征的是"人—人"关系下的横向价值指向、"上—下"对接下的双向价值指向与"法—情"结合下的契约价值指向。中西视境的当代省思表明,当代中国社会认同价值指向要从纵向依附转向横向平等、单向基点转向双向责任、身份观念转向契约逻辑。     

论高校辅导员职业信仰的内涵与塑造

高校辅导员的职业信仰是他们破解职业倦怠,提升职业幸福感与归属感的重要基础。高校辅导员树立职业信仰,需要他们由衷地信任辅导员工作的职业价值,并真诚投入职业情感,认真恪守职业规范。但是当前部分高校辅导员出现了职业价值认知错位、职业情感投入失位、职业规范遵守缺位等现象。要有效塑造高校辅导员的职业信仰,应该从深化他们对职业价值的认识,为他们畅通职业发展的渠道,增强师生之间的有效互动以及健全相关规章制度等方面着手。     

Vote Oswego: Developing and Assessing the Campaign-as-Course Model

College campuses have taken on increased responsibility for mobilizing young voters. Despite the discipline’s commitment to civic engagement, political science departments play a minimal role in this programming. This article outlines a course structure—including learning objectives, course outline, and assessments—that treats a campus-wide voter mobilization drive as the basis of an applied political science course. Transforming a campus voter mobilization program into a political science practicum offers advanced skill-building for students seeking political careers and links learning objectives to real world activities. Participants report gains in both knowledge of campaigns and grassroots campaign skills. We argue this type of course particularly benefits students attending colleges and universities in geographic areas that receive little attention from political campaigns as well as those students for whom the traditional route of gaining political experience—an unpaid, off-campus internship—is impractical or even impossible.     

养老社会保险制度的反贫困分析——美国的实践及对我国的启示

在不同的社会保障制度模式下,养老社会保险的反贫困功能不一样。不同的养老社会保险制度设计会影响其反贫困功能的发挥。美国的公共养老保险制度——"老年人、遗属和残疾人保险(OASDI)"在计发办法上的累退倾向,在受益对象上不限于退休者本人还包括配偶、遗属和残疾人,在实际给付时关于受益类型、课税、最低和最高收益、随生活成本进行调整等政策规定,对于低收入者保护倾向非常明显。与美国相比,我国目前的养老社会保险存在覆盖面窄、水平偏高,受益水平差异偏大,缺乏不同的受益类型设计等问题。为推动多层次养老保障体系建设,我国养老社会保险制度改革的政策取向应该是降低现有受益水平,扩大覆盖面,并通过覆盖更多的低收入者来增强制度的反贫困效果。同时评估和改革个人账户,以防止养老金差异过大。     

Detectives Stories and City Life

Detective stories take place mainly in two settings, constantly changing, many faceted big cities filled with strangers, and stable, fairly homogeneous, innocent small towns whose members know one another. The differences in each clarify the qualities of the other. In solving the mystery of the small town, the detective provides moral instruction and restores the town’s innocence. In solving the mystery in the big city the detective reveals the city as part of the mystery and provides the reader with temporary orientation to the city. Mysteries have grown with the growth of the cities and now appear in every country of the world. Harold J. Bershady is an emeritus Professor of Sociology at the University of Pennsylvania. His most recent book, edited with Renée Fox and Victor Lidz, is After Parson: A Theory of Action for the 21st Century, published by Russell Sage Press, 2005.     

浅析劳动教养制度之改革

劳动教养制度如何改革一直是我国行政法、刑法学界以及实务界长期争论的问题。通过对目前几种劳教制度改革方案的分析,劳教制度改革的核心问题是认清和把握好施行劳教制度的价值取向问题。劳教制度改革的核心价值取向是“人权保障优先”。     

The Search for Job Satisfaction: A Survey of Alabama Policing

This study examines police job satisfaction and its association with general occupational attraction. Police officers from sixteen municipal departments (n = 1,114) across one southern state (Alabama) were found to possess moderate-high overall job satisfaction, with regression analysis supporting the conclusions of prior studies that demographics are of little value to understanding job satisfaction. The findings convey that 25% of job satisfaction variance can be explained from six variables (in order of importance): social contribution, pay, adventure/excitement, autonomy, peer respect, and job security. The importance of benefits and community respect was unsupported, as were partner and special operation assignments. The author concludes that a great portion of police satisfaction hinges on the realization of work environment expectations, and that departments must proactively construct policies to enhance fulfillment of officer aspirations.     

两岸政治定位的瓶颈

面对破解＂两岸政治定位＂这一难题,两岸学者都做出了努力。本文探讨双方已有的共识与分歧,并重点分析两个最受关注的方案———台湾学者张亚中的＂一中三宪论＂与大陆学者刘国深的＂球体理论＂。研究发现台湾学者始终坚持＂中华民国是主权国家＂的底线,而大陆学者则在如何面对＂中华民国＂问题上前进了一步。本文认为＂是否敢于突破底线＂与＂是否存在解决难题的意愿＂是两岸政治定位问题的两个瓶颈,希望两岸学者在现有基础上继续前进,不要后退,坦诚交流,共同建构两岸和平发展的理论框架,寻求更多更好的解决方案。     

中国情景下的非营利组织市场导向结构研究

在文献回顾的基础上,通过访谈、预试和大样本调查,对我国非营利组织市场导向的结构进行了实证研究.根据访谈内容的编码分析和预试,初步确定非营利组织市场导向量表的题项.采用探索性因子分析、验证性因子分析和结构方程模型.对来自223家非营利组织的问卷调查数据进行了分析.结果表明,我国非营利组织市场导向是一个五因子的结构模型:顾客导向、内部协调、信息收集、行动反应、强调生存.所发展出的非营利组织市场导向量表具有良好的信度水平、收敛效度和区别效度;法理效度的检验还同时表明了非营利组织市场导向对组织的顾客绩效和财务绩效均具有显著正向影响.测量结果显示,样本非营利组织的总体市场导向程度偏低,另外从各组成维度来看,样本非营利组织在实施市场导向活动时,一般较为关注顾客导向、行动反应和内部协调.但是对信息收集和强调生存等方面尚未给予足够的重视.
