重大体育事件突发性公共安全问题及对策研究

城市重大体育事件是指以租用、借用或者以其他形式临时占用公共场所,面向社会公众举办,单次参加人员在10000人以上的群体性活动,包括体育比赛、体育展览展销以及含有竞技色彩的民俗活动等。在重大体育事件过程中,突发性公共安全危害可分为群体械斗事件、拥挤践踏事故两类。重大体育事件对地方发展具有的重要意义已成为我国各地政府的共识,但随着规模扩大和场次的增加,其安全保卫难度也随之提高。对重大体育事件安全保障战略和路径设计是:形成以政府为主导,以企业、非营利性组织为联盟的安全保障主体;构建灵活有效的危机安全防范体系;加强公众安全防范教育;注意体育场馆、公共场所的细节设计。     

全球化背景下的缅甸政治危机

在一场佛教僧侣和学生带头的和平示威平息之后,美国参议院一致通过决议强烈要求东盟暂停缅甸的会员资格,缅甸问题成为东盟会议关注的焦点.经过磋商,东盟最终拒绝了美国参议院要求东盟暂停成员资格以惩罚缅甸军政府的要求.新加坡总理李显龙在峰会开幕仪式致词时说:"东盟将努力防止缅甸问题成为我们加深一体化和建立东盟共同体的障碍."

财政法和财政政策都是国家管理财政经济活动的两种相互独立的调整机制。二者具有不同的价值、调节功能和特点。为进一步贯彻落实科学发展观,推进民主法治进程,实现和谐社会目标,必须充分认识财政法的社会和谐与公平价值,消除财政法和财政政策的对立,发挥二者所具有的特殊调节功能,使财政法与财政政策在社会主义市场经济基础上耦合起来。     

政府应对公共危机的“危机”——以北京“病猪肉”谣言短信事件为例

谣言短信危机是信息社会中一种新型的公共危机。其显著特点是新传媒参与公共事件，这对于新时期政府能力和公信力提出了挑战。“病猪肉”谣言短信事件作为典型案例。暴露出政府危机管理中信息获取能力和危机公关意识薄弱、公共信息发布机制缺失以及政府公信力走低。因此，建立“公众本位”的信息收集发布机制、信息发布的法律规范体系和现代服务型政府的危机应对模式是政府应对此类危机的重要议题。     

Emerging Markets: Preferences,R isks,Performance...

The paper surveys the most important literature on emerging markets and their performance. Emerging market countries are defined here as the countries with low intuitional capacity in general, rather than the countries with particular economic characteristics and per capita income; although the latter is the predominant view in the current literature. The paper places particular importance on the legal system and legal order (compliance) in the transitional economies, stressing the importance of adequate regulation where even more advanced regulatory models, like market regulation, should not be totally excluded. Despite many common characteristics, emerging markets differ significantly one from another and it is very difficult, if really not impossible, to create one ‘general theory of emerging markets’ and its financial behaviour. Finally, the practice in the last decade or so, has proven that emerging markets are somewhat unpredictable and difficult to model.     

‘Opening up’ by default: North Korea,the humanitarian community and the crisis

In April 1999, ASEAN formally admitted Cambodia thereby completing its declared goal of grouping together all ten Southeast Asian countries under its umbrella. This was the culminating event in the latest phase of ASEAN's enlargement. This process, however, had been problematic from the start. The entry of Cambodia, Laos, Myanmar and Vietnam without any clear criteria for admission has raised questions regarding the preparedness of these countries to participate in ASEAN. More importantly, it led to strains in ASEAN's relations with its dialogue partners over the legitimacy of some of the governments in power in these countries. The was further complicated by the economic upheaval caused by the financial crisis which struck Southeast Asia in 1997. The impact of these events on ASEAN has put into question the association's growing role as a leading player in Asia-Pacific affairs. More importantly, it has raised issues which are central to ASEAN's continued existence.
