现阶段警察教育及训练问题之探讨-以台湾警察大学教育现况为例

台湾地区警察所面临的治安挑战 ,随着社会的发展益显严峻。台湾警察大学未来之发展规划 ,将定位在对公共安全的整体思维之上。其教育特色 :1 重视品德教育 ,强调校园伦理 ;2 强化体能技术 ,培养领导能力 ;3 落实全人教育 ,培养健全干部 ;4 重视法学教育 ,落实依法行政 ;5 兼顾理论实务 ,注重建教合作。发展远景 :1 提升学术研究与教学品质 ;2 培养优秀专业人才 ;3 配合治安等领域之需求 ,发挥研究智库功能 ;4 推动终身学习 ,扩大社会服务功能 ;5 增进行政效率 ,提升竞争力。     

构建与新型社区管理相匹配的警务机制

针对基层派出所防范管理主业还未完全凸显,基础工作信息体系还未完全构筑,群防群治网络还未合理严谨的问题,应通过着力推进社区治安巡访机制,强化情报信息和人口管理意识,以构建群防群治网络,严密基层的阵地控制,整治治安问题突出地区,继而调整管理防范的薄弱部位,实施新型社区警务战略。     

对社区警务基本思想的几点思考

现代社区警务是一种以治本为主、治标为辅、以社区和服务为导向的警务发展战略。其基本原则是预防为主、警民合作原则。其基本特征是警务工作社会化、警民关系伙伴化、治安对策前置化、警察形象柔性化。

英国新一轮警务改革的主要内容包括:设立专门的警务标准机构;强化科学统一的绩效考核;积极推行国家犯罪情报模式;变革警务活动主体结构。其经验给我国的警务改革提供如下启示:密切警民关系,走群众路线;发挥公安院校的作用;加强情报工作;建立一个专门的警务标准机构,实施科学、统一的警务绩效考核办法;把握未来,跨越时代。     

罗伯特·比尔“九项警务原则”价值思考

罗伯特.比尔在建警之初提出了＂九项警务原则＂用于指导警察行为和警务工作,这些原则中所倡导的行为包含了基本的警察理念,比如服务的思想,对于警察权力的观点等。这些原则历经一百多年的洗礼之后,对于今天的警务活动仍然具有借鉴意义。     

Police Drones and the Air: Towards a Volumetric Geopolitics of Security

The paper explores the aerial dimension of policing and surveillance. It does so by drawing upon select results from a large‐scale survey conducted in 2017 among professional (public and private) drone users in Switzerland. Focusing in particular on the police, the paper shows that the technology not only generates novel ways of looking down from above, but also of looking up from below, thus instilling a kind of air‐mindedness among the police. In making the airspace explicit as an object, and stake of imaginaries, concerns and practices, drones mediate novel ways of relating to the air, understanding it, approaching it and acting in relation to it.     

论警务督察制度的规范化建设

警务督察制度的出现,标志着我国公安机关内部监督机制的建立与完善。但从该制度的运行实践来看,尚存在诸多问题。为更好地保障公安机关依法履行职责、行使职权,加强对警察的执法监督工作,应尽快完善警务督察制度。     

Administrative reform assistance and democracy promotion: exploring the democratic substance of the EU’s public administration reform principles for the neighbourhood countries

International donors, particularly the European Union (EU), vehemently endorse institution-building and public administration reform (PAR) in their work on democracy support. Still, the linkages between externally sponsored reform and advancement of democratic governance in beneficiary countries constitute a blind spot in our understanding of democratization. This article contributes to examining this relationship by exploring the democratic substance of the EU’s PAR portfolio for the neighbourhood countries. The aim of the article is to focus attention on the PA–democracy interface in the study of democracy promotion by elaborating a conceptual framework for exploring the nature of externally supported administrative reforms and the substantive content of democracy being advanced. By using the OECD/SIGMA’s (Organization for Economic Co-operation and Development/Support for Improvement in Governance and Management) PAR framework for the European Neighbourhood Policy (ENP) countries as a case study, this article demonstrates how the EU’s approach to programming PAR accommodates elements from several formats of democratic governance while the conceptualization of the democratic effects of the PAR principles remains vague. The article concludes by highlighting the need for closer examination of the potentials and limits of external PAR strategies in democracy support, and for attuning the EU’s PAR design to its democratic implications.
