This article explains legislative turnover in eight West European legislatures over 152 general elections in the period 1945–2015. Turnover is measured as the rate of individual membership change in unicameral or lower chambers. It is the outcome of a legislative recruitment process with a supply and a demand side. Decisions made by contenders affect supply, while decisions made by parties and voters influence demand. Such decisions are shaped by four political and institutional factors: the institutional context of political careers, or structure of political career opportunities; political party characteristics; electoral swings; and electoral systems. Ten specific hypotheses are tested within this theoretical framework. The structure of political career opportunities is the most decisive factor explaining variability in turnover rates, followed by electoral swings and political parties. Electoral systems show less substantive effects. Electoral volatility is the predictor with the most substantive effects, followed by duration of legislative term, strength of bicameralism, regional authority, gender quotas, level of legislative income and district magnitude.  相似文献

劳务派遣是伴随着经济社会发展产生的一种新的就业组织方式,它不仅为企业提供了灵活用工的新途径和有效服务,也对缓解我国严峻的就业压力作出了有益贡献。但是,由于目前劳务派遣中大量存在的不规范行为,特别是适用范围的无序扩大,导致了劳务派遣人员的合法权益受损,企业培训员工的积极性缺失,职工队伍建设受到严重影响,制约了我国产业升级和产业转型,成为加快转变经济增长方式的重要影响因素。  相似文献

Previous examinations of co‐offending have identified a subset of high‐rate offenders who commit crimes with a large number of co‐offenders, most of whom are younger and less criminally experienced. These so‐called “recruiters” are of particular interest to researchers and practitioners, because of their potential role in facilitating offending onset and recidivism among their co‐offenders. In this paper, data on 61,646 individuals detected by a large UK police force are used to identify offenders who fitted the recruiter profile, and to compare their individual and offending characteristics with those of non‐recruiters. In total, 86 recruiters were identified. In multivariate analyses, recruiters were found to be older than non‐recruiters and were typically involved in property crimes. In addition, they tended to offend in criminal groups that were more heterogeneous and stable than non‐recruiters. These findings suggest that a small but identifiable group of recruiters can be detected using official data and that these individuals may be important targets for police attention and court treatment.  相似文献

This article explores the ways in which recruitment and hiring practices can promote and sustain social inequality in a highly neoliberal country: Chile. The article analyses six steps in the selection process. It provides evidence of discriminatory practices in the job market by analysing employers' and recruiters' practices, hiring methods, and the experiences of professionals applying for a job. The research is based on 43 interviews with managers, human resources consultants, and candidates. It uses intersectional analysis to unpack dynamics of inequality in the selection processes in Chile. The findings demonstrate high levels of explicit and severe discrimination in the labour market.  相似文献

Charities or interest groups need to attract supporters, who offer both financial support and participation, to achieve their overall goal of influencing public affairs. They can use political marketing to help them attract and retain such supporters. Existing literature indicates they use marketing techniques such as direct mail to communicate to potential new supporters, but new research has discovered that the influence of political marketing is much more comprehensive. The most effective groups are now using political marketing to design the package they offer to supporters. They go through a four‐stage process. First, they conduct market intelligence to understand what supporters want from the organisation and second, they design their product accordingly. Third, they communicate this to potential supporters and then finally deliver campaign progress and they communicate this to existing supporters. They use marketing concepts: they adopt a market orientation and build an organisation designed to take account of its users' needs and wants. Although such charities are often associated with non‐business behaviour, the most successful groups are adopting the concepts and techniques of comprehensive political marketing as the means to increase their influence on government and public affairs.
