An Honourable Profession: Public Employees and Identity Construction in Chile, 1880–1920

This paper analyses how public employees at two Chilean government offices constructed their occupational identities. In contrast to the vast majority of previous work, which took the 1920s as its starting point, this study focuses on the period between 1880 and 1920. Additionally, the construction of identity is analysed in direct relation to performance in the workplace. The paper asserts that public criticism of their performance prompted public employees to develop an image of themselves based on the concept of their honourability as competent and honest workers.     

基层派出所视频侦查体系构建实证研究

视频侦查已成为公安机关重要的刑侦基础性工作。目前省、市、县、所四级公安视频侦查体系基本建成,而作为基层一线的“所级”视频侦查体系,实践中没有受到足够的重视。应强化派出所层级的视频侦查体系建设,同时,合理协调全社会视频监控系统建设的系统推进,以提升视频侦查工作实战效能。     

Forensic Application of Analytical Mechanics in Fatal Fall From a Height

Fatal fall from a height initiated with a swinging motion on the sagittal plane of the victim's body is examined. Method of analytical mechanics is adopted to establish the functional relations between the swinging angle of the body and the force needed to sustain the body until release, and the amount of the horizontal displacement that would occur after release. The analysis is applied to support an expert opinion presented in a criminal court in which two accused were convicted of murder for dropping a female victim from a bridge. The results indicate that it is unlikely for the body to locate as recorded by the police investigation report in the case. This study demonstrates that a straightforward mechanical analysis can be utilized to examine uncommon falling scenarios.     

新媒介技术下中国政治传播的改变及应对

在新媒介时代,网络空间成为政治传播线上宣传的公共领域,新媒介技术成为不断推动这个领域创新发展的重要力量。新媒介技术下的政治传播格局发生改变,政治传播主体更加多元,政治传播方式更加多样,政治传播的问题也逐渐凸显。转变传统公共政治传播观念,以新媒介技术为支撑,传播优质内容,寻求与公众的政治共识,建立公共传播与公众传播的多向互动格局,增强公众对政府的信任度,能够对新媒介技术下政治传播生态的健康发展产生积极作用。     

新时代中国特色社会主义语境中的服务型政府建设

党的十九大报告中已经明确提出了要大力加强“建设人民满意的服务型政府”,为此,新时代中国特色社会主义对服务型政府建设提出了新的建设要求与总体目标。从新时代的语境中加以分析,发现如今服务型政府建设还有许多不满足新要求的问题,主要体现在政府的服务范围、服务理念、服务主体和服务供给机制等方面。针对上述几方面存在的问题,可以从明确服务边界、牢固树立服务行政理念、加强服务队伍建设、形成以人民需求为导向的公共服务供给机制等方面来加以探讨。     

Prisons or Problem-Solving: Does the Public Support Specialty Courts?

ABSTRACT

Recently, “problem-solving” courts have been developed as an alternative to imprisonment. They are often called “specialty” courts because they process and divert into treatment programs offenders who are seen as different from the general criminal population, such as those with mental health or drug problems, those who are homeless or veterans, and those who engage in domestic violence. Based on a 2017 national survey of 1,000 respondents, the current study examines overall public support for rehabilitation as a goal of corrections and then focuses specifically on support for different types of specialty courts. The analysis reveals that the American public endorses not only the rehabilitative ideal but also the use of problem-solving courts. Further, with only minimal variation, strong support for these courts appears to exist regardless of political orientation and sociodemographic characteristics.     

“河长制”优化研究

"河长制"全面实施以来,我国河流管理与保护成效显著。"河长制"确认各级河长在河流管理保护中的职责,通过对河长每年工作履职情况进行严格考核并实施严格追责等措施,促进了我国水环境和水生态质量的改善并向长久保持。在实践中,我国"河长制"面临着本质偏离、考核异化、多元共治欠缺的困境,使得河流治理容易出现短期、反弹等现象,影响了"河长制"的实效。为此必须通过明晰各级河长的责任,确保以责任驱动"河长制"工作;建立多层面的科学完善的考核指标体系;坚持多元共治,弱化对行政权力的依赖来优化"河长制"制度,保障"河长制"的长效化、法治化。     

From ‘Green Laggard’ to Regional Leader: Explaining the Recent Development of Environmental Policy in Chile

Environmental policy in Chile has developed rapidly in recent years, and the country has become a regional leader in renewable energy, climate change policy, recycling, and nature conservation. This contrasts with the previous neglect of environmental issues in the country and its depiction as a ‘green laggard’ (Orihuela, 2014: 251) within Latin America. In this article the recent development of environmental policy in Chile is reviewed and five factors affecting this development are analysed: international influences, institutional legacies, a window of opportunity opened by environmental movements, policy entrepreneurship, and business power.     

国际投资仲裁机构对涉及人权问题的投资纠纷的审理

国际投资仲裁的当事人在仲裁中提出人权方面诉求的情况在最近十几年里缓慢地增加了,仲裁庭只有在仲裁管辖条款能够覆盖人权问题,并且当事人所选择的适用法能够为人权问题的解决提供指引的情况下,才能就与投资有关的人权纠纷做出裁决。现有的国际投资仲裁机构自身存在很多缺陷,不适宜作为审理与投资有关的人权问题的理想场所。我国应该支持与投资有关的人权问题主要通过东道国的司法途径进行救济。     

贵州黔东南苗族聚落仪式与公共空间研究

位于黔东南山地地区的苗族聚落因其特殊的地貌形态和文化渊源,形成了各类与平原聚落不同的、极具特色的公共空间。论文通过文献研究与实地走访调查,总结黔东南苗族聚落中的公共空间类型与特色,并探究其由内在的文化联系而形成的序列结构。黔东南苗族聚落的公共空间可分为生产空间、交通空间和仪式空间三类,其中仪式空间最具特色。黔东南苗族聚落的公共空间布局灵活自由,形态因地制宜;各类公共空间为鼓藏节、招龙节等重要仪式活动提供场所,作为历史的象征连通古今;模拟历史演变的仪式活动串联起各类公共空间,形成连通村落内外、村落之间的公共空间序列,对民族文化的传承和构建起到积极作用。
