依法反腐是提高执政能力的重要标志

执政党要维持对社会的统治,需要依靠掌握一定权力的大批官员,但少数官员又存在着以权谋私,变质为腐败分子的危险。因此,如何与腐败官员作斗争,关系到执政党的生死存亡,是对其执政能力的严重考验。而依靠法律制度来预防和反对腐败官员,是被历史证明了的最有效的手段。所以,我们辨别一个执政党的执政能力是否提高,有没有制订和实施惩治、预防腐败官员的法律制度是一个重要的标志。

文章评述了伪造犯罪现场的研究历史 ,并对 2 5例伪造犯罪现场案件从罪犯特点、受害人特点、案件特点、犯罪动机及执法人员犯罪等五个方面进行了分析研究。把伪造犯罪现场和作案人结合起来研究的目的 ,是为了更好、更深入地研究伪造现场作案人 ,给刑侦人员和物证学家对伪造犯罪现场的勘查、取证以及现场重建提供一些参考

Amussat’s Sign in Hanging—A Prospective Autopsy Study

Abstract: Amussat’s sign is typically a transverse laceration of the intimal layer of carotid arteries described in cases of hanging. Subtotal laceration of the carotid artery is not strictly specific for hanging and can be also caused by blunt neck trauma, extreme overstretching, or whiplash‐injuries. In a prospective autopsy study of 178 cases of hanging, Amussat’s sign was found in 29 cases (a relative frequency of 16.1%). A statistically significant association between the occurrence of tears in the intimal layer of carotid arteries and the victims’ age was discovered in the cases studied (the frequency increased with age; p < 0.05). The occurrence of Amussat’s sign was independent of gender, weight, completeness of the victim’s body suspension, and position of the ligature knot on the neck. The study demonstrates the fact that the most probable cause of Amussat’s sign is a combination of direct compression of the artery by the rope and indirect stretching because of the gravitational drag produced by the weight of the body.     

Bleedings into the Anterior Aspect of the Intervertebral Disks in the Lumbar Region of the Spine as a Diagnostic Sign of Hanging

Abstract: Simon’s hemorrhages are ventral intervertebral hemorrhages located beneath the anterior longitudinal ligament that have been described in cases of hanging and tend to appear in the lumbar region of the spine. There are also reports of Simon’s hemorrhages in cases of blunt trauma, asphyxia, drowning, and putrefaction. In a prospective analysis of 2226 autopsies, we found Simon’s hemorrhages in 65 out of 178 cases of hanging and also in 17 cases in a group of 350 controls with various causes of death. The relative frequency of occurrence of Simon’s bleedings in cases of hanging was 37%. Simon’s hemorrhages can be considered an objective vital finding, which is not absolutely specific for hanging. The absence of hemorrhages in intervertebral disks does not exclude death by hanging. This study suggests that Simon’s bleedings in cases of hanging are more frequent in rather young individuals, in cases with free body suspension, and in individuals with minimal degenerative changes in the lumbosacral part of the spinal column.     

Digitizing Peircean semiotics to analyze students’ peer-review comments: classroom use of an application in open-source R

ABSTRACT

Statistical software applications are increasingly used to measure student engagement in the classroom. However, more work remains to be done to clarify how meaning is created and measured in classroom settings. With the growing use of technology in the classroom, students’ peer review has become a standard practice to improve students’ writing skills. This article examines the use of an open-source R software application based on Peirce’s sign theory to analyze students’ peer-review comments. Peer review is the assessment of student or professional work by others. The importance of open-source R as a platform lies in the fact that users can extend its code without having to ask permission. The results suggest a new approach, based on computational and social semiotics, to the assessment of students’ peer-review comments in higher education.     

Branding national issues: India and the branding bandwagon

Branding in the global sense of the marketing discourse has firmly entrenched itself in India like most international markets. Branding and Urban processes are creating a whole new way of looking at oneself and creating new notions of self-worth. This paper will examine the obsession with the idea of branding that cuts across not only just products that are advertised for monetary purchase but also branding that cuts across matters of national concern, of belonging to ideological frameworks, and even reading cultures. Clearly, everything seems to require a label, a sign that comes with a ready sense of identity, of a shelf value that gives temporary sense of collective spirit and provides a much needed soul-stirring experience. This paper will examine recent media-driven branding exercises for issues of national importance against the backdrop of Gandhi as a super-sign and a brand that is revisited at every juncture of social and political phase in the country even today. The paper takes recourse to Umberto Eco's theory of sign production and the theory of codes to understand that signification is a complex process and all signs do not qualify as semiotic judgments. Herein, is the importance of Gandhi as a super sign – the power of cultural codes and Gandhi's ability to identify the semantics of these codes, where most contemporary branding exercises have failed. Another equally important example of a super-sign in India, the game of cricket is an exemplary of cultural codes and the modes of sign production coming together to stand in for “nationalism” of lasting value.     

软头笔书写和签字笔书写的笔迹变化研究

书写条件变化笔迹是笔迹检验中的一个难点,书写工具的变化是条件变化笔迹中的一大类。在实际办案中,经常会出现检材为软头笔书写,而只能提取到签字笔样本的情况。通过实验的方法对同一人书写的软头笔和签字笔的笔迹进行比较研究,可以总结其笔迹特征的变化规律,掌握此类笔迹的检验要点。
