社会主义新农村建设中乡村关系的调适

乡村关系的现状可以分为三种类型:即健康型的乡村关系、行政化的乡村关系和放任型的乡村关系。乡村关系失调的原因有传统乡村治理模式的影响、压力型行政体制的影响、法律保障的缺失和不足、村委会自治权的有限性和乡村干部素质的制约。本文认为:在社会主义新农村建设中,必须构建民主合作型的乡村关系。而民主合作型乡村关系的构建必须加强农村基层党组织执政能力建设;建立服务型乡镇政府,培育民间自治组织;增强乡村干部和群众的民主法治意识;修改和完善相关的法律法规,营造良好的农村法治环境。
