论渤海特别法的调整范围

渤海特别法是基于生态系统管理的区域海洋综合立法,它为全面调整渤海各项管理事务提供了综合性法律框架,其空间适用范围也从渤海海域延伸到入海河流全流域。渤海特别立法应着重对渤海综合管理的原则、综合管理制度以及综合管理体制等做出明确规定。

Study on the Regulating Scope of Bohai Special Law

Bohai special law should be made as an integrated ocean management law based on the ecosystem management.It should provide the legal framework for adjusting all of the Bohai management affairs.In the meantime,the spatial scope adjusted by the special law should be extended from the Bohai ocean area to the river basin wide area.The legislation of the Bohai special law should stipulate the principle,institution and organization for managing the Bohai affairs.
