| 摘 要： | International institutions and norms, founded on universally accepted international law, have created a relatively stable external environment for China's peaceful development. Without a concerted effort to buttress established international law, it would be impossible for China to conduct its major-country diplomacy, foster a new type of international relations and build a community with a shared future for mankind.
