乡村振兴与农村基层党组织组织力的提升

实施乡村振兴战略对农村基层党组织组织力提升提出了新要求:突出政治领导力,提供组织保障;扩大政策宣传力,营造良好氛围;强化政策执行力,提供政策保障;增强组织动员力,提供群众基础;提高改革发展力,提供智力支持。当前农村基层党组织在政治领导力、政策宣传执行力和组织动员力等方面还存在着许多问题。提升农村基层组织力,要外引与内培并重,强化人才基础;输血与造血并重,增强引领经济发展的本领;约束与激励并重,提高干事创业的动力;领导与服务并重,提升服务群众的能力。

Rural Revitalization and Improvement Organizational Capability of Rural Primary-level Party Organizations

Implementing the strategy of Rural Revitalization is an important strategic plan made by the Nineteenth National Congress of the CPC,which puts forward new requirements for the improvement of the organizational capability of rural primary-level party organizations:highlighting political leadership,providing organizational security;expanding policy propaganda,creating a good atmosphere;strengthening policy implementation,providing policy security;enhancing organizational mobilization,providing a mass basis;improving the ability of reform and development,providing intellectual support.At present,there are still some problems in rural primary-level party organizations,such as weak political leadership,inadequate policy propaganda and implementation,inadequate organizational mobilization and inadequate reform and development.The main ways to enhance organizational capability are:to lay equal stress on both external and internal training,to strengthen the talent base;to lay equal stress on blood transfusion and hematopoiesis,to enhance the ability to lead economic development;to lay equal stress on restraint and incentive,to improve the motive force of entrepreneurship;to lay equal stress on leadership and service,and to enhance the ability to serve the masses.
