| 摘 要： | 国际纺织服装业进入了后配额时代。欧美等发达国利用“非市场经济条款”对我国进行卡压,“特殊保障措施”是悬挂在中国纺织服装企业头上的一把“达摩克利斯之剑”。我国政府必须尽快建立纺织品贸易摩擦预警机制,企业要采取得力措施应对“非市场经济条款”,国家要建立健全反应快捷的反倾销预防应对机制,出口企业要积极慎重地应对国外反倾销的指控。

| Abstract: | International textile and apparel industry has entered the era of after quota now.Those developed countries use the Clause of Non-market Economy to suppress China's in dustry.The Special Safeguard Measures like a Damocles Sword hangs on the head of Chinese textile and apparel industry.Our government should set up forewarning mechanism for trade conflict as soon as possible,and our firms should take powerful measures to meet the challenge of Special Safeguard Measures. |
