| 摘 要： | 当前基层公安队伍在某些地区存在服务意识淡化、队伍管束不力、财务管理松驰、腐败现象滋生等问题,其原因既有主观上的,如素质不高、法制观念淡薄等,也有一些客观因素,如体制、经费、监督等。解决的途径首先应抓班子,二应理顺体制,三是严格监管,还应在做活思想政治工作的同时,落实从优待警措施。
