“清官意识”的政治学批判

清官意识是中国传统政治文化和伦理文化中的重要社会意识。这种意识的产生反映了权力的归属和运行以及权利的认同和实现都存在问题。权利的实现必须以权力的制度化运行为保障;权力的有效运作应该受到权利和制度的约束。社会主义政治文明建设应该努力做到权利与权力的和谐统一。公民权利的实现应该主动地诉诸可靠的保障制度,而不是被动地期盼某些清官的救助;同样权力也应该依照制度性的法规运行,而不是借助清官个人的德行实施。

A Political Critic on "The Consciousness of Clean and Upright Official"

The consciousness of clean and upright official is an important social consciousness in China's tradi- tional political and ethical culture.The production of this kind of consciousness has reflected the ownership and operation of power,as well as the approval and realization of rights all have the problems in existence. The realization of rights must take institutionalized operation of power as the guarantee;also the effective operation of power should be restrained by rights and institutions.The construction of socialist political civi- lization should make great efforts to unify and harmonize rights and power.The realization of citizen's rights should appeal to the reliable safeguard institutions voluntarily,but not look forward to the relief of some clean and upright official passively.Moreover,power should run according to the institutional regulation as well,but not implement through clean and upright official's personal moral and integrity.
