Small town local government finance in Kenya: The case of Karatina Town Council

Abstract:In a country where local governments are plagued by numerous problems and are under frequent attack from national politicians and the central government, Karatina Town Council stands out as one of the few local authorities widely considered to be doing a highly effective job. This paper reviews the organization and functions of Kenyan local authorities and highlights major constraints on their performance. Some background information on Karatina Town Council is presented, followed by documentation of the council's superior performance and an analysis of the factors that seem to contribute to Karatina's success.
