| 摘 要： | 和谐社会的构建,需要地方政府良好的制度设计,需要转变地方政府职能。探讨地方政府在构建和谐社会中职能转变问题,需要政治哲学和政治社会学的思想资源。政治哲学的思想资源为我们建设和谐社会指明方向,而政治社会学的思想资源则使我们看到我国地方政府职能转变中存在的问题,进而提出地方政府职能转变的思路。本文探讨了我国地方政府履行职能的现状与面临的问题,分析了地方政府职能转变的制约因素,提出了地方政府职能转变的基本思路。
