| 摘 要： | 以人为本是中国共产党在十六届三中全会上提出的执政新理念,对指导社会主义建设具有重大的现实意义和深远的历史意义。贯彻落实这一新理念,即要从思想上对广大党员干部进行宣传教育,也要在行动上贯穿于党和国家的政策中,体现在制度上,改革完善政治经济体制,建立科学完善的政绩考核指标体系,并采取切实有力的激励和惩处保障措施。

| Abstract: | The new ruling idea of people-oriented was advanced in the 3rd Plenary Session of the 16th CPC Central committee. The new ruling idea has great real significance and far-reaching historical meaning. To carry out the new ruling idea, we should pay attention to strengthening the propaganda and education for the Party members, and putting the idea into practice. In the system, we should innovate and perfect the political and economic system, establish the scientific evaluating index system of politic achievement, and adopt the effective incentive measures. |
