| 摘 要： | 行政管理体制改革和政府职能的转变催生了警务理念与警务实践的变革．实践中产生了大量执法延伸现象．理论研究的滞后使得学界与实务界对该现象还相当陌生。文章从人民警察执法延伸实质分析入手．对执法延伸活动的本质以及延伸的必要性和可行性进行了相关探讨。

| Abstract: | The reform of administrative systems and the transformation of government functions gave birth to changes in police idea and practice,which has produced a large number of extension of the phenomenon of law enforcement.The lag of fundamental research caused the educational world and the practical realm quite strange to this phenomenon.By analyzing the phenomenon,this paper attempts to make an approach to the nature,as well as the necessity and feasibility of the outreach law enforcement activities. |
