我国政府绩效评估法制化建设的路径思考

摘    要:政府绩效评估是政府绩效管理过程中的关键环节,也是公共管理理论研究的核心内容之一。近年来我国一些地方政府绩效评估的尝试,对强化政府服务理念和提升政府行政效率确实起到了一定的推进作用。由于绩效评估的复杂性及操作过程中一些因素的影响,使得这项工作在实施范围及实践效果方面尚不尽如人意。为此,需要通过制定必要的法律法规,规范政府绩效评估的过程,以进一步提高政府绩效评估的实际效果。

Abstract:he government performance assessment is the key link in the process of performance management,also is the core element of the study.In the recent years,the performance evaluation attempt of some local governments in China played a role in facilitating to strengthen the concept of government services and enhance the efficiency of government administration indeed.As the complexity of the performance evaluation process and a number of factors in the operation,this work is not satisfactory with the implementation of the scope of and practice effects.So we need formulate the necessary laws and regulations to standardize government performance evaluation process in order to further improve the actual results of the performance assessment.
