| 摘 要： | 行政许可制度具有无疑的积极功能 ,亦有或然的消极功能。我国行政许可制度现存诸如许可设定权不明 ,标准不一 ,程序不完备 ,期限不定 ,滥收费 ,监督不力等问题。通过提高法制化程度 ,统一规范 ,可以酝酿并实施解决问题的办法。
