| 摘 要： | 社区服务与社区公共服务是两个有关联但内涵外延都不相同的概念,前者在外延上比后者更为宽泛。社区公共服务是指在消费上具有非排他性,因而单纯的市场生产者无法收回成本而不得不委托代表公共利益的政府或其他组织提供的服务。

| Abstract: | Community service and public community service are interrelated but different in connotation and extension.The former is broader than the latter in terms of extension.Characterized by non-exclusiveness on consumption,public community service emerges under the situation when those pure manufacturers who are unable to recoup cost have to entrust government or other organizations,who represent public interests,to offer service special for them. |
