新时期加强和改进公安执法能力建设的若干思考

从当前我国仍处于计划经济向市场经济转型的特殊时期对公安执法工作的影响进行分析，目前我国治安形势日益严峻、人民群众维权意识日益强烈、行政执法和刑事司法工作的法律、法规适用性日益受到挑战、来自媒体等新领域的监督更加严格，这些都使得公安执法工作面临着前所未有的挑战，体制、机制均不同程度遇到瓶颈，为此必须加强与改进公安机关执法能力建设，尤其是要着力推进八个方面的工作。

Consideration about Improving Executive Competence of Public Security Organs under the New Situation

At present,great changes have taken place in public security during China's economic transition from planned economy to market economy.The situation of public order is bad and severe.The people's consciousness of right-protecting becomes stronger.Under the immediate supervision of newspaperdom and medium,law enforcement and judicial procedure is limited by strict quality control.The executive competence of public security organs is met by a challenge from social structure and system.Therefore,we should heighten the executive competence of public security organs from various aspects.
