| Abstract: | More People begin to pay attention to and come to understand public management and its important position and role in China's reform and opening up drive as the Master of Public Administration(MPA) programme has been launched in China. Public management is a new canonical form of public administration and the relation between public management and public administration is a relation between containing and being contained. Both the practice of public management and its theory must be sinicized. |
