| 摘 要： | 党的十七大报告把反腐倡廉建设放在更加突出的位置，建立健全惩治和预防腐败的廉政建设指标体系是当前廉政建设面临的重大课题。廉政建设指标体系的建立有利于客观科学的对廉政建设工作评估，廉政建设工作评估需要构建科学实用、系统可行的指标体系。

| Abstract: | Fighting corruption and upholding integrity is put in a more prominent position in the report to the 17th National Congress of the CPC.The current major issue facing the building of a clean government is to establish and improve the index system of building a clean government for punishing and preventing corruption,which is beneficial to the objective and scientific evaluation of building a clean government. |
