| 摘 要： | 《治安管理处罚法》在价值最终定位上,保护公民、法人和其他组织的合法权益,构建以人为本的和谐社会;其理论基础在于强调国家公权力和公民权利平衡,实现治安管理法治化和构建法治的和谐社会。该法规定了详细、实用的程序规则和合理的权利救济途径,有利于打造一个公正和正义的和谐社会。同时,该法关注人们社会生活,细化了社会规则,适应社会需要,有利于构建一个安定、有序的和谐社会。

| Abstract: | Its last orientation at the price is to protect citizens,legal persons and other organizational legal rights about the law of administration society where people are above everything else.Its theory basis lies in stressing balances of country rights and citizen rights It helps realize a harmonious society with the legal system of public security administration and legal system construction.It has had detail and practical procedure rules and relief ways of reasonable rights.It is good for creating a fair and justice harmonious society.At the same time,it focuses on people's social life.and simplifies social rules.It also suits social needs and constructs a stable,orderly harmonious society. |
