政府的行政伦理问题由来已久,行政伦理建设也是政府建设的一项重要内容。行政伦理问题随着政府的产生而产生,并随着政府的发展而发展。行政伦理的核心是行政责任,由于政府行政人员身份的特殊性,其在履行行政责任的过程中经常会遇到各种责任冲突,包括权力冲突、角色冲突和利益冲突等。行政伦理的建设与加强体现于冲突的应对过程中,组织、个人与法制三个方面则是加强行政伦理建设的三个方向。
