公务员公共行政能力培训与小组教授式

摘    要:教育与培训是使个人和组织得到有效发展的重要途径。教育使人从生物化达到社会化,成为真正意义上的人,而培训则开发人的潜在能力以适应社会发展对人的各种要求,不同途径达到不同目的。用教育的途径开发人的潜在能力和用培训的途径使人从生物化达到社会化,都不能收到应有的效果。公共行政能力的开发适于采用培训的小组教授式。总结现代培训方式运用的效果,已成为当今人力资源开发和公务员培训中的重要内容。

Abstract:Education and training are important way of making an individual gain effective development. Education makes people change from the biological kind to the social kind, and become the humankind of real meaning;whereas training develops people's potential ability in order to meet requirement of social development. Different methods can achieve different goals. To develop people's potential ability by education and to make people change from biological kind to social kind by training will not receive expected effect. The development of public administrative ability is suitable for adopting group-teaching style. To summarize the effect of modern training method has already become an importance content of contemporary human resources development and civil servant training as well.
