政府社会保障责任的核心价值观与构成理据研究

纵观社会保障发展史，建立社会保障制度已成为现代国家制度建设的重要一环。当前，我国政府社会保障责任“公平、正义、共享”核心价值观的重塑，是中国社会保障改革与发展的起点与归宿，也是中国社会保障制度建构、完善、可持续的决定性因素。应从政策特质、资源分配、资金筹集、服务输送系统建构四个层次对政府社会保障责任进行分解和系统分析，以期在制度价值理念与政府责任之间形成一以贯之的价值链，促进经济发展与社会发展相融合。

The Core Values and Construction Reason of Government Security Responsibility

Throughout the history of the development of social security,the establishment of social security system has become an important part of the construction of the modern state system.At present,the remodeling of core values of "fairness,justice,sharing" of government social security responsibility is the starting point and ultimate destination of the social security reform and development in China,and the decisive factor of Chinese social security system construction,improvement and sustainable development.We should decompose and analyze the government social security responsibility from four levels which are policy characteristics,resource allocation,fund raising,and service transportation system,in order to form a consistent value chain between the institution value and government responsibility,and to promote economic development and social development integration.
