| Abstract: | In January 2007 and in January 2008, the Wall Street Journal successively published two essays jointly written by Henry A. Kissinger and George P. Shultz （two former US Secretaries of State）, William J. Perry （former US Secretary of Defense） and Sam Nunn （former Chairman of the Senate Armed Services Committee）. In the two articles, the four political heavy weights, who were once the advocates for and steadfast promoters of the nuclear deterrence theory, claimed that ＂a world free of nuclear weapons＂ should be built. |
