| 摘 要： | 本文阐述了公共政策评估主体多元化的原因,分析了公共组织自身和公共组织外部评估主体在进行政策评估中的优缺点,并将人力资源管理中的360度绩效考核的概念引入公共政策评估之中,认为政策评估主体也可以形成360度的评估主体体系,在此基础上,文章探讨了360度的评估主体体系在具体运作中需要平衡和考量的主要因素。

| Abstract: | This article reveals the causes of multi-natures of the principal body for the evaluation of public policies, analyses achievements and defects of internal and external principal bodies for the evaluation of public policies evaluating policies, and introduces the concepts of 360 degrees achievement-evaluating in human resources management into the evaluation of public policies, which, the authors think, can also be the principal body for the evaluation system. Hence, the article discusses important factors which need balancing and checking-up in its application. |
