北京市村民自治地方性法规建设平议

北京市村民自治的地方性法规体系建设取得了很大成就，但也存在一些不足之处。对此，应该采取以下改进措施：丰富有关村民自治的地方法规类型；提高法规制定主体的层次，增强地方法规的权威性；未制定地方执法性规定的各区县，应该尽快制定适应于本地方的执法性规定；增强地方立法的可操作性，完善细化关键性的程序；完善处罚内容，明确责任主体，加大处罚力度。

In view of these, the following measures should be taken as ways of improvement: The type of local laws and regulations concerning villagers' autonomy should be enriched; The quality of legislature subjects should be improved and the authority of local laws and regulations be enhanced; Those districts and counties that haven' t stipulated local law enforcement regulations should formulate corresponding rules as soon as possible; the practicality of local legislature should be improved and some key procedures be streamlined and specified; The content of punishment should be further completed, responsibility subjects be specified and punishment magnitude be aggrandized.
