| 摘 要： | 近年来,过快上涨的房价给民生带来了难以承受的重负,房地产业的发展也与民生渐行渐远。究其原因,一是房地产业定位偏离民生;二是政府的调控监管过于温和;三是住房保障建设滞后。房地产业回归民生的关键是找准产业定位,确立"民生型支柱产业"的发展定位;强化市场调控和监管,尤其是实施对房价"超高"和"暴利"的监管处罚;加快住房保障制度建设,构建起以法律保障为核心的住房保障制度体系。
