| Abstract: | The job of putting forward proposals is the major component part of the duties of teachers and staff members congress.In order to encourage the enthusiasm,initiative and creativeness of all teachers,it is necessary to take effective steps to do a better job of putting forward proposals.Moreover,it is the basic form of performance of duty and exercising the rights for the representatives of teachers and staff members.The im-provement of putting forward proposals is a problem deserving of study. |
