制度建设是政治道德的保证

制度建设是政治道德的保证。政治道德的实质是政治实践领域所蕴含的价值理性。其最高范畴是社会公正。政治价值理性是否能够真正实现社会公正 ,取决于制度结构、行政制度和参政制度能否做到内在统一 ,以及取决于它们之间的形式内容和实质内容是否一致。在社会主义条件下 ,其制度结构已经非常先进 ,但其行政制度和参政制度尚与其制度结构存在距离 ,为此 ,须采用服务行政制度 ,扩大并健全人民参政制度 ,从而实现制度设置的内在和谐以及制度的形式内容和实质内容的统一性。

System Construction is the guarantee of political morality.The nature of political morality is the value rationality contained in political practice,in which social justice can be realized by the rationality of political value depends upon the real unity of system structure ,administrative system and political participation system,and also upon the correspondence of the form and content.Inspite of the well-advanced system structure,there is still a distance between the system and structure.Accordingly,aiming at the internal harmony of system setup and the genuine unity of form and content ,service administration system should be employed,and people's political participation system should be widened and perfeced.
