高技术战争条件下政治机关改革研究

高技术局部战争中，指挥系统对抗日益成为决定军事对抗成败的关键。作战指挥出现的新特点，要求作为我军指挥系统重要组成部分的政治机关，必须进一步增强政治保证能力；具有更强的快速应变能力；成为高素质的参谋群体；改善指挥手段和方式。当前，政治机关的建设现状距离这些要求，在思想观念、理论研究、组织编制、人员素质配备、指挥手段和指挥方式等方面，还存在着诸多的不适应。解决问题的根本出路唯有改革。为此，必须以政治机关编制改革为突破口，更新观念，抓住机遇，重视高素质政工人才群体的培养，突出重点，加速政治机关指挥手段、指挥方式和训练改革

Study of the political Organs' Reform under the High tech war Conditions

In the high tech local war, the directing system's confrontation has become the key which decides the success and defeat of military confrontation day by day. The new characteristics put forward the new requirment for the political organs which is an important component of the military directing system, namely to strengthen the capacity of political guarantee further, have faster emergency ability, become a high quality troop of staff officer, update directing methods and means. At the moment, the present situation of the construction of the political organs has a long way to go ,compared with the requirment,and in the aspects of thought and idea, theory research, establishment of mechanism,equipment of staff quality, means of directing and pattern of directing; there exist mang improper things. The fundamental outlet is the reform. So, we must take the reform of the size of the political organs as the breaking goal reform ideas and grasp opportunity, accelerate the reform of training institution of high quality political talent troop, and put the emphasis on the reform of the directing means, the directing process and training.
