委托与替代：第三部门履行公共职能的模式研究

作为一种比较新兴的组织类型,第三部门在很多方面有着独特的作用。特别是在公共领域,更是有着尚待开发的巨大潜力和广阔前景。本文着眼于探讨第三部门组织对政府某些公共管理职能的代为履行,尝试着建立委托与替代两种不同类型的代替模式,探索一条政府机构改革与职能转变的创新之路。

Authorization and Substitution--the Study on the Modes of Public Functions Performed by the Third Sect

As a comparatively new type of organization, the Third Sect performs a particular function on many aspects. And in the public area, the Third Sect possesses large potential and beautiful foreground which awaits being exploistated. In this article we discusses the possibility of the Third Sect to replace the government to perform some functions of public administration, and try to establish two different replacing modes mode of authorization and mode of substitution. In a word, we try to find a new way to reform of governmental structure and to transform of governmental functions.
