| 摘 要： | 弱势群体的成因错综复杂,而制度性原因是弱势群体形成的首要原因。制度的安排与变迁、权利分配制度的缺陷、权利救济制度的缺失是导致弱势群体形成和进一步被弱势化的根源所在。

| Abstract: | The causes that give rise to the formation of the weak group are rather complicated, among which the institutional causes are the primary ones. The institutional arrangements and changes, the faults in the system of distributing rights and the lack of the remedy system of rights are the main reasons to result in the formation of the weak group. They are also the elements that push the weak group into a much lower position. |
